PROGRAM ACTIVITIES

The Program for Hydro-meteorological Disaster Mitigation in Secondary Cities in Asia (PROMISE), funded by USAID/OFDA, commenced from October 2005. Through consultations with a number of ADPC partners, five project countries have been selected – Bangladesh, Pakistan, the Philippines, Sri Lanka and Vietnam – for implementing demonstration projects in each country in a highly vulnerable city with recent history of hydro-meteorological disasters. Other components of the program consist of capacity building, risk management advocacy, networking and dissemination initiatives in the selected countries. The objective of the program is to contribute towards reduction of vulnerability of urban communities through enhanced preparedness and mitigation of hydro-meteorological disasters in South and Southeast Asia. The processes of finalizing project proposals, and formulating strategies for project implementation are ongoing and city demonstration projects are expected to commence during February-March 2006.

PROMISE Activities for April and May 2006 :

  • PAKISTAN - An Institutional and financial assessment of the PROMISE-Pakistan local partner organization AKPBSP and review of project locations were conducted on 17-20 April 2006. Project proposal and Budget has been finalized.
  • PHILIPPINES - A follow-up meeting with the Philippine Atmospheric Geophysical System Services Administration (PAGASA) was set on the last week of April. The purpose of the meeting was to finalize arrangements for partnership for the development and maintenance of the Early Warning System for Dagupan City. Initial discussion on setting up the Disaster Information Management System (DMIS) was held on 23 April 2006. The CBDRM and PRA training for 8 selected communities was tentatively re-scheduled on the last week of May 2006. The Philippine Institute of Volcanology and Seismology (PHIVOLCS) was contacted to assist in providing  information regarding liquefaction which contributes to worsening of flood impacts and situation in Dagupan City. The input from PHIVOLCS will be integrated in the community trainings that will be conducted.
  • SRI-LANKA - A handbook on Community Based Disaster Risk Management was reviewed by Sarvodaya officers, relevant NGOs, Governments officers and other community members and was translated into local language. A training on CBDRM was also conducted for relevant community trainers. An awareness program on flood, disaster preparedness and capacity building was provided for Kalutara district staff. The project and district officers conducted a project visit and site observation. On May 2006, a Preparedness and Mitigation Action Planning Workshop is scheduled to take place.
  • VIETNAM - The Vietnamese partner has completed the survey methodology and the questionnaire for the Participatory Vulnerability Assessment (PVA). They have identified ward-based researchers (enumerators) and assessed their capacity to implement the survey. A Focus Group Discussion (FGD) among district-level mass organizations and the District Committee for Flood and Storm Control of the project demonstration of Da Nang City were held on PVA. The PVA syrvey methodology and questionnaire were submitted to the focused group for discussion, and to the PC for comment.

(1) United Nations helps train DHL Disaster Response Team

SINGAPORE/ NEW YORK, 21 April (OCHA) - The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) today took part in launching the DHL Disaster Response Team (DRT) in Singapore. The DRT is a pool of some 80 DHL experts, specially trained to ensure that relief supplies reach people quickly and effectively in the case of a major natural disaster.

(2) Rebuilding Lives in Pakistan

17 April 2006, World Bank - Pakistan turned an important corner in helping earthquake-affected communities when the government officially launched the reconstruction phase titled "Rebuilding Lives". The World Bank approved US$870 million for earthquake-related support shortly after the disaster and for the last six months, it has been working with Pakistan’s government to devise housing reconstruction and livelihood strategies.

(3) Mekong River Commission: Improved warning systems key theme for 4th Flood Forum

The Mekong River Commission's Regional Flood Management and Mitigation Centre will hold its 4th Annual Mekong Flood Forum from 18-19 May 2006 at the Angkor Century Hotel in Siem Reap, Cambodia. The theme of this year's forum is " Improving Flood Forecasting and Warning Systems for Flood Management and Mitigation in the Lower Mekong Basin".

(4) Call for Application: Small Grants Program - U.S. Indian Ocean Tsunami Warning System (IOTWS) Program

The U.S. Indian Ocean Tsunami Warning System (ITOTWS) Program announces its second call for small grants application. The objective of the IOTWS Small Grants Program (SGP) is to provide opportunities for partner organizations to conduct activities to support or enhance program implementation under Program Areas 3 and 4 in one or more of the five focus countries of the US IOTWS Program. USAID and the PI are responsible for the design and implementation of a small grants program to provide grants to local implementing partners supporting activities of the US IOTWS Team and to help catalyze and replicate pilot activities at the sub-national level in a manner that will contribute to the on-the-ground disaster mitigation, preparedness, and response. The SGP will complement the overall end-to-end early warning system with downstream, sustainable projects.

Grant amounts can be USD 25,000 or USD 100,000. The next round SGP application will be closing by mid-June.

(5) Call for Application: 5th DIPECHO Action Plan for Asia

The fourth DIPECHO Action Plan for South East Asia was approved at the end of 2004 for projects to be implemented in Cambodia, Indonesia, Lao PDR, Timor Leste and Vietnam. Implementation of projects started in early 2005 is coming to an end within the next few months. DIPECHO guidelines have now been published on the ECHO website and is inviting partners and key stakeholders in disaster risk reduction to submit proposals. The programmes, projects and activities that will be supported will be multi-faceted, but the emphasis for DIPECHO will remain on the promotion of community-based disaster preparedness initiatives and small-scale works, with some advocacy components. Proposals for the support of operations in the following countries will be considered eligible under the Fifth DIPECHO Action Plan: Cambodia, Indonesia, Lao PDR, Timor Leste, the Philippines and Vietnam (Thailand is only considered eligible under proposals for SEA regional programme).

(6) Call for Abstract(s)/Paper(s): 5th International Conference on Seismology and Earthquake Engineering

To pursue the  objectives and mission of the " Open Alliance of UNESCO-UNDP-UN/ISDR-IEEES, on Earthquake Risk Reduction in Developing Countries" IIEES is pleased to announce its 5th International Conference on Seismology and Earthquake Engineering in Tehran, Iran on 14-16 May 2006. The gathering will bring together professionals from a broad range of disciplines committed to reducing impact of earthquakes on the built environment.

(7) First International Conference on Monitoring, Simulation, Prevention and Remediation of Dense and Debris Flow, Rhodes, Greece, 7-9 June 2006

On 7-9 June 2006, the Wessex Institute of Technology, UK and Technological Education Institute of Kavala, Greece will be organizing the First International Conference on Monitoring, Simulation, Prevention and Remediation of Dense and Debris Flows. The meeting will study fundamental mechanical principles as well as rheological properties, and phenomenological aspects of debris flows. Particular focus will be given to modeling techniques and case studies. The conference will also address the problem of debris flows disaster mitigation using structural and non-structural measures.

(8) 16th World Conference on Disaster Management,  18-21 June 2006, Toronto, Canada

The theme of the 2006 conference is "The Changing Face of Disaster Management - A Global Perspective." The conference is being organized by the Canadian Centre for Emergency Preparedness (CCEP) in partnership with the International Association of Emergency Managers (IAEM) and  Disaster Recovery Institute (DRI). (9) The Third Session of the World Urban Forum , 19-23 June 2006, Vancouver, Canada

The Government of Canada will be partnering with the UN-HABITAT to host this historic biennial meeting. "Our Future: Sustainable Cities-Turning Ideas into Action" is the theme meeting for this event. This gathering aims to identify solutions to the critical problems facing the cities around the globe. (10) Risk Analysis 2006: Fifth International Conference on Computer Simulation in Risk Analysis and Hazard Mitigation , 19-21 June 2006, Malta

Risk Analysis 2006 is the fifth in the popular conference series on " Computer Simulation in Risk Analysis and Hazard Mitigation". The conference is concerned with covering all aspects of risk analysis and hazard mitigation, ranging from specific assessment of risk mitigation associated with both natural and anthropogenic hazards. Engineers and managers involved in the development of simulated risk analysis as well as researchers in academia and industry are encouraged to attend. This meeting will act as an interdisciplinary forum for discussion of problems of common interest. Risk 2006 will include a special session on MultiRISK. This session aims to address multiple hazards and consequent risks which endanger a local community or region by a combination of various processes. (11)  United Nations/ESA/Zambia Regional Workshop on the Applications of Global Navigation Satellite System Technologies in Sub-Saharan Africa, 26-30 June 2006, Lusaka, Zambia

(12) Conference on Geoinformation for Development (gi4dev), Bridging the divide through partnerships, 7 July 2006, Salzburg, Austria

(13) Regional Training Course on Community Based Disaster Risk Management (CBDRM), 17-28 July 2006, Bangkok, Thailand

Community Based Disaster Risk Management (CBDRM) provides an opportunity for participants to acquire skills and obtain knowledge on “how to” design and implement programs to reduce disaster risks and vulnerability and build community capacity to promote a ‘culture of safety.’ Through exercises and simulations they will practice risk assessment and risk management planning. The participants will also have a chance to learn about globally acknowledged programs and projects on community based disaster risk management from leaders of these initiatives. In particular the cases will include examples from the South Asia, South East Asia and Pacific regions. The course is being organized by the Training Resource Group (TRG) of ADPC.

(14) The 7th International Symposium on GIS and Computer Cartography for Coastal Zone Management, 12-16 July 2006, Wollongong and Sydney New South Wales, Australia

CoastGIS 2006 is the seventh in a series of international conferences on research and the application of Geographical Information Systems (GIS) to the marine and coastal zone. The idea for a series of symposia entitled CoastGIS was born from the collaboration of the International Cartographic Association’s Commission on Marine Cartography and the International Geographical Union’s Commission on Coastal Systems. (15) National School and Community Safety Summit 2006, Las Vegas, Nevada, 24-28 July 2006

"Learning from our past, Preparing for our future" is this year's summit theme. A full scale emergency response drill will be conducted in conjunction with the conference by Clark County (Las Vegas) School District and the Clark County Metro Police. (17) International Disaster Reduction Conference (IDRC), 27 August –1 September 2006, Davos, Switzerland

(21) Refresher Course on Earthquake Vulnerability Reduction in Cities (EVRC) focusing on the use of spatial geodata, 24 October- 6 November 2006, Bangkok, Thailand

The refresher course focuses on earthquake vulnerability reduction and the role of geo-information and earth science within this process. The course centers on the contribution of earth science spatial information in the process of earthquake risk management and it has the following objectives: (1) to communicate the current state of the art in geodynamics and seismology, earth observation, geo-engineering, geophysics, GIS modeling and decision support for earthquake risk assessment; (2) to strengthen the knowledge and skills of earth scientists from Southeast Asia in the use of spatial information for earthquake hazard assessment (3) to improve the understanding of the role and responsibilities of the various stakeholders in earthquake disaster risk management and to discuss the various methods for earthquake hazard and risk assessment and earthquake vulnerability reduction (4) to demonstrate to the participants the design and set-up of a disaster management information system (5) to strengthen connections with the ITC alumni and (6) to strengthen connections between ITC, AIT, ADPC and other partners in the region.

The course is intended for the following persons: ITC alumni in the fields of Geoinformatics, Geo-information Management, Urban Planning and Land Administration and Earth Resources and Environmental Geosciences; Representatives from government organizations and NGO's responsible for disaster management in cities prone to earthquake hazards on the Mekong region; Participants to the 6th Asian Seismological Conference; Members of the staff of participating Universities in the CASITA and BRIDGE projects. (25) International Conference on Urban Millennium Partnership for the Management of Disasters, 13-15 November 2006, Mumbai, India

(27) Reducing the Risk of Disasters-Helping to Achieve Sustainable Poverty Reduction in Vulnerable World: A DFID policy paper

This paper summarizes DFID's policy on disaster risk reduction as it applies to natural and technological disasters. It sets out the key element of disaster risk reduction and why it is important. This paper also relates to how DFID works at the regional level and within the international system. It also reflects the increasing priority of DFID and the rest of the UK Government accords to risk management. It also builds on DFID work including in disaster response, livelihoods, food security and social protection.

The report touches upon a broad spectrum of activities carried out by the Pan American Health Organization's Area on Emergency Preparedness and Disaster Relief. The activities described are organized into four chapters (expected results). These results were pursued through various means, including capacity building and training, publications, collaborations and expert technical consultations, partnerships and more.

(29) Hazards of Nature, Risks to Development: IEG Assessment of World Bank Response for Natural Disasters: Calls for Paradigm Shift in Addressing Disasters

This report by the World Bank's Independent Evaluation Group (IEG) is the first comprehensive assessment of World Bank assistance for natural disasters. The report concludes that is is possible to anticipate where many natural disasters will strike, yet expresses concerns that the World Bank's disaster assistance efforts are under utilizing these vita lifesaving forecasts.

(30) Towards Regional Cooperative Mechanisms for Managing Floods and Drought in Asia and the Pacific Using Space Technology

This study examines gaps between operational needs, institutional capabilities and space technology applications for disaster management and outlines the need for national policies and capacity building mechanisms to bridge the gap. Priority applications such as risk assessment, improvements in early warning systems and multitasking emergency communication networks are identified. UNESCAP's distinct role in harnessing the potential of space technology in developing and least developed countries with critical vulnerability and constrained institutional capabilities are also presented.
