Strengthening Household Abilities for Responding to Development Opportunities (SHOUHARDO)
2005 - 2009

ADPC is contributing to SHOUHARDO as the Technical Consultant for urban development work through mainstreaming risk mitigation in to number of common areas to convert selected most vulnerable communities in selected municipalities in to resilient communities under the program implemented by CARE Bangladesh.

The overall program goal:

To sustainable reduce chronic and transitory food insecurity of 400,000 vulnerable households in 18 districts of Bangladesh.

This program targets poorest and most vulnerabilities households, and the women and girls living in the most poverty stricken and remote Chars, Haors, Coast and Urban slums.  The program covers 2000 villages and 130 urban slums in North Chars region, Middle Chars region, Haor region and Coastal region. 

CARE – ADPC Partnership in SHOUHARDO

Under this partnership specific activities to carry out for each financial year by ADPC are determine during the Annual Work Plan Development workshop. Expected roles of ADPC during this partnership as the Technical Consultant are attached herewith.

Main activities during 2005/6 under CARE – ADPC Partnership

Developing a methodology for vulnerability assessment. ADPC provided technical input for the development of a methodology for vulnerability assessment at two levels: city level and community level.

ADPC Regional Course on Governance and Disaster Risk Reduction. The coordinator of the Urban component of the SHOUHARDO program attended the curriculum development workshop of the ADPC regional course on Governance and Disaster Risk Reduction to provide resource inputs.

ADPC Course on Earthquake Vulnerability Reduction for Cities (EVRC). A national-level course on EVRC has been conducted for program staff of CARE Bangladesh and partner NGOs and government institutions.

ADPC provided resource inputs for identification of options for vulnerability reduction, which needs the attention of the program.

Major Activities for 2006/7 CARE – ADPC partnership

Formation / reactivation of CBDRM committees. ADPC will develop training materials and conduct the TOT on CBDRM and to develop guidelines for setting up CBDRM committees.

ADPC will develop a DRM training manual for Pourashava officials and conduct the training to increase the DM awareness of government officials.

Development of a Risk Communication methodology and guidelines and to conduct the training workshop. Implement demonstrations on Risk mitigation practices

Conduct national level training workshops on “Governance and DRM”. Organize training programs at national level and attend ADPC training programs at regional level to enhance the skill/ knowledge of program staff.

Advocacy for Improvement of policy environment for broader institutional response

  • Conduct a study on policies and institutional arrangements proposed for local government set up in Bangladesh at the moment.

  • Provide resource inputs to national, provincial level seminars

  • Assist SHOUHARDO team in developing a strategy and conduct advocacy campaigns 

Improve the responsiveness and accountability of municipality duty bearers

  • Resource inputs for organization of two regional seminar on good governance

  • Develop a training program for municipality officials to train in core management and budgeting functions

  • Resource inputs for training and organization of experience sharing workshop

Increased participation of vulnerable communities in planning and implementation

  • Develop a methodology for multi hazard risk assessment and scenario development (assistance to CARE GIS team to develop a good presentation on the Scenarios)

  • Resource inputs for municipality level action-planning workshops. (Participate in selected workshops to guide the CARE team members)

Mainstreaming risk management at local government level

  • Resource inputs for development of guidelines for mainstreaming risk management in consultation with other stakeholders.

  • Resource inputs for development of CBDRM projects.

  • Resource inputs for mobilization of funding to local NGOs (if such funds are not available with SHOUHARDO program)

Increased emergency response capacity at municipality and community levels

  • Develop a flood referencing/early warning system at community level.

  • Develop monitoring gauges and provide assistance to CARE GIS unit to develop scenarios for selected areas.

  • Develop simulations and drills at community level.

Development of a database for cities and municipalities

  • Develop a questioner for collecting information at local government level

  • Conduct 03 training courses to explain the methodology to stakeholders.

  • Assistance to CARE for development of the database and maintenance.

Assistance to NIRAPAD

  • Conduct a capacity assessment on data capturing, management and sharing and recommend training needs.

  • Develop case study guidelines and training to NIRAPAD staff.

  • Develop 02 case studies with NIRAPAD staff.

Building the capacity of local partner institutions involved in SHOUHARDO for effective communication

  • Conduct a need analysis survey

  • Develop a Risk communication training module to suit the Bangladesh situation

  • Conduct three workshops on risk communication for local NGOs involved in SHOUHARDO

Conduct national level training and capacity building programs on selected subject areas

  • Select subject areas (two key areas) for national training in collaboration with SHOUHARDO team members.

  • Develop material for two selected courses to suit the local conditions using the ADPC regional course material.

  • Conduct two national courses in each year at selected location

  •  

Develop activity based capacity building programs for communities and assist in implementation

  • Develop simulations/drills and train a team of volunteers to lead the simulations

  • Supervise few selected simulations

  • Conduct post event evaluations and suggest improvements

  •  

Organize study tours familiarization visits for selected participants

  • Select areas for capacity building through discussions with the SHOUHARDO team members.

  • Develop budgets and assist in selection of participants for identified tours

  • Organize 02 study tours as agreed to suit the conditions and resources available with SHOUHARDO program

Participation in regional training and capacity building programs organized by ADPC

  • Select areas for capacity building through participation in regional events organized by ADPC through discussions with the SHOUHARDO team members.

  • Assist participation of CARE staff in identified regional events and others as an when required (develop budgets and assist in selection participants if required)

  • Facilitate participation of selected participants in identified regional events organized by ADPC (when possible provide fellowships for ADPC organized courses)

Translate the available DRM manuals in to local language

 

  • Select available DRM manuals for translation in to local language (Primer, mason manual for earthquakes prone areas etc.) through discussions with the SHOUHARDO team members.

  • Review and include modifications needed to tailor make the same in to local context

  • Develop at least 1 manual in English language

Develop detail instruction sheets for components in training on safer construction

  • Select sections, which needs detailing for implementation at community level in consultation with the SHOUHARDO team members.

  • Develop detail guidelines and prepare posters or fliers containing such material in English.

  • Translation to local language if necessary

Identify other areas for development of manuals (family health, family preparedness etc) and contribute two additional manuals

  • Select other areas for development of manuals on family preparedness for distribution at community level in consultation with the SHOUHARDO team members

  • Development of two manuals in English language on selected themes.
