Background
Cambodia, Lao PDR, and
Vietnam suffer from frequent flooding from
the Mekong River flowing through the region.
The floods cause wide-spread damage to
people’s livelihoods, the countries
infrastructure, and kill hundreds of people
each year.

The highest number of deaths
unfortunately comes from children who are
unaware of the risks of floods. Cambodia,
Lao PDR, and Vietnam are recognised by the
World Bank as developing countries; the
occurrence of frequent disasters causes much
damage to the economies of these countries
and damages the development process meaning
that poverty still exists and is
widespread.
The Flood
Preparedness Programs and Emergency
Management are jointly funded by the
European Commission
Humanitarian Aid Department (ECHO)
under the project ‘Building Capacities at
the Province, District and Commune Levels in
the Lower Mekong Basin’, and by the
Workshop in Lao PDR
Deutsche
Gesellschaft Fur Technische Zusammenarbeit (GTZ)
under the ‘Flood Emergency Management
Strengthening (FEMS) under Component 4 of
the Mekong River Commission's Flood
Management and Mitigation Program’. The FPP
is implemented by the
Mekong River
Commission (MRC) with technical
support, and implementation of specific
project activities, provided by the Asian
Disaster Preparedness Center (ADPC). The
projects have addressed many issues faced in
the riparian countries by frequent flooding
by
working closely with
provincial, district and commune authorities
and working at a local level in order to
address the needs of communities and people
who are vulnerable to floods. The ADPC
provides technical knowledge and training to
authorities and stakeholders involved with
flood management and focuses on insuring
that the relevant authorities, together with
the local communities, are properly prepared
for floods, and the damage they may cause.
