FLOOD HAZARD MAPPING EXPERT

The Consultant will gather and analyze historicalhydrometeorological data, river discharge, land cover and land use, soil type,sea level rise, coastal surges, DEM information (30 m resolution or less) toenable hydrological modeling of the overall targeted river basins. Establish a hydrological modeling frameworkincorporating future climate change scenarios (AR6 SSP2-4.5 and SSP5-8.5) formodels stated by ADPC suitable for Thailand. Develop a coupled 1D/2D hydraulic model tosimulate flood depth, velocity, and extent under different scenarios. Document the methodology, modeling approach,assumptions, and limitations in a final technical report. Prepareflood hazard maps for select urban areas in the targeted provinces of ChiangRai and Surat Thani considering future climate change impacts includingincreasing flood risks and sea-level rise where applicable.

DROUGHT FINANCING CONSULTANT

The Consultant will develop a methodology for the investment plans for drought management (national drought portfolios), Review of existing assessment methods to evaluate the financial feasibility of drought mitigation options and select appropriate financial indicators to estimate returns, Implement the methodology and the financial feasibility assessment in pilot countries, with emphasis on sustainable land and water management practices with high return. The Consultant will need to coordinate with FAO experts and national stakeholders teams in the three pilot countries to carry out the above tasks including gathering information from stakeholders through online resources.

Moreover, the coordinator will be responsible to provide dedicated support to the District Disaster Management Information Centers (DMIC) in coordination with the District Administration and DRRO Office for making them functional and operational with BPP support. The coordinator based in Kurigram will work together with the Ministry of Disaster Management and Relief, Department of Disaster Management, the district and municipality administration and BPP partners for providing required support in the implementation of BPP activities.
