BACKGROUND
Disasters, natural or
man-made, foreseen or without warning, have
varying health effects and consequences.
Survival rates of victims depend on a range
of factors, including the ability of
hospitals and health care facilities in
general to handle the sudden influx of mass
casualties and how well prepared they are to
handle such emergency situations.
Recognizing the need of hospitals to plan
for emergencies, a group of experts in the
field of health emergency preparedness in
Asia have been working with the Asian
Disaster Preparedness Center (ADPC) to
develop and conduct Hospital Emergency
Preparedness and Response (HEPR) courses
over the years.
COURSE
PURPOSE
The HEPR Course is designed
to assist health personnel, both
administrative and medical, to prepare
health care facilities and personnel to
respond effectively to internal or community
emergencies that involve large numbers of
casualties. This will enable hospitals and
health facilities in general to develop well
designed facility-specific plans to increase
their ability to respond to emergencies.
METHODOLOGY
The Hospital Emergency
Preparedness and Response Course (HEPR) is
delivered using the interactive method of
learning with emphasis on continuous
interaction between the participants and
resource persons. The course includes
interactive lectures and demonstration
practice sessions.
TARGET
PARTICIPANTS
This training course is
intended for hospital staff, health care
facility managers and administrators, who
are responsible for hospital emergency
planning, or and any emergencies involving
mass casualties that require the major
resources of a hospital.
INSTRUCTIONAL
OBJECTIVES
Upon completion of the
course, the participants will be able
to:1.Describe the role of health care
facilities in disaster management2.Apply a
method of assessing components of a health
care facility.3.Simulate a mass casualty
incident addressing the roles and
responsibilities of each component of
Hospital Emergency Incident Command System (HEICS).4.Discuss
the basic medical requirements of managing
mass casualty incidents.5.Apply on-site
medical care concepts to specific emergency
situations.6.Prepare an outline of a health
care facility disaster preparedness plan
including response and recovery.
RESOURCE PERSONS
Resource persons are
experienced doctors, hospital
administrators, structural &earthquake
engineers and professors in the field of
emergency preparedness. They come from
reputable institutions in Asia both in
government and in the private sector. Their
line of specialization ranges from Trauma
Care of Disaster Victims, Emergency Medical
Services (EMS), Disaster Medicine, Hospital
Management and Structural Safety.

LANGUAGE
All lectures and course
materials are in English. It is essential
that participants have good command of
English. The resource persons come from
different countries with diverse accents.
COURSE FEE
The course fee is $1,500 USD
per participant. This includes the cost of
materials (CD ROM, handouts, and bag) and
meeting package (lunch and morning /
afternoon break refreshments).Course fee
should be paid in advance by money transfer
/ international demand draft (DD) toad or by
cash.
REGISTRATION
Interested persons can apply
directly but preferably be nominated by
their employer organization. To register,
please fill out the ADPC Application Form
and fax it to the number given at the end of
this brochure or write a letter of inquiry
at the given address. Further pre-course
information will be provided once your
application/ nomination is accepted.
CANCELLATION
If you are unable to attend,
a substitute applicant is welcome to attend
in your place. Cancellation of attendance
should be notified at least three weeks
prior to course commencement; in which case,
a full refund less 15% of course fee for
banking charges and administrative costs
will be made. No refunds are available for
cancellation within three weeks prior to
course commencement.

technical assistance, regional program
management and information and research.
