ASEAN Regional Forum Workshop on Disaster Management

A Workshop on Disaster Management attended by 68 civilian and military disaster managers from 22 ARF participating countries was held in Bangkok from 25 to 28 January 1999. Organized by the ADPC with support from the United States Office of Foreign Disaster Assistance (OFDA) the Workshop was convened on the recommendation of the 2nd ARF Inter-sessional Meeting on Disaster Relief held in Bangkok in February 1998. Both the 1st and the 2nd ARF Inter-sessional Meetings on Disaster Relief were in agreement that particular attention should be paid, inter-alia, to training and technical co-operation to further develop national disaster management capabilities, and they stressed the importance of bilateral, sub-regional and multi lateral co-operation.

The purpose of the Workshop was to provide a backdrop to the work of the ARF Disaster Relief Experts Group which has been formed to advise future ARF Inter-sessional meetings. The Workshop comprised a mix of formal presentations dealing with technical aspects of disaster management, case studies of recent disasters experienced in ARF member countries. Group Working Sessions focused upon key aspects of relief operations, informal discussions, and plenary sessions. Throughout the Workshop emphasis was placed on practical operational points in order to arrive at conclusions that would be of direct use to the ARF Disaster Relief Expert Group. A final session in the four-day meeting considered the draft workshop report with a view to its presentation to the Experts Group Meeting on 29 January 1999.
