Air Vice Marshal W. Nick Carter died in Australia on 19 February aged
86. Born in the United Kingdom he served with distinction in the Royal
Air Force. Upon retiring from the RAF Nick emigrated immediately with his
family to Australia and commenced his second career. He became Commandant
of the Civil Defence School at Mount Macedon, Victoria, later re-defined
as the Australian Counter-Disaster College. Retiring for the second time
at sixty-five, he set up his own international disaster management consultancy
continuing in this role for another twelve years. He was a regular and
much valued resource person at ADPC.
He will be remembered in Asia and the Pacific for his wisdom, modesty,
transparent sincerity, wit, good humour and tolerance of those less experienced
than himself - qualities which quickly won for him the respect and affection
of a whole new circle of friends and admirers. He became the doyen of the
worldwide disaster management community. The culmination of his work came
in 1991 when the Asian Development Bank and ADPC commissioned him to write
"Disaster Management: A Disaster Manager's Handbook" which continues
to be one of the most useful publications of its kind. He is survived by
his wife, Margaret, and their daughter, Athene, to whom we extend our most
sincere sympathy.
