Project brief:
Cambodia is among the
four South-east Asian countries that were
severely affected by Typhoon Ketsana. The
typhoon hit the Northern Provinces of
Cambodia, from the Western border (Preah
Vihear, Ondtar Meanchey and Siem Reap
provinces) to the Eastern border (Stung
Treng and Ratanakiri provinces), plus
provinces north of Phnom Penh (Kampong Thom,
Kratie, and Kampong Chhnang). Eight
provinces and 55 districts / towns were
affected. Judging from the number of
affected households and affected rice
fields, the East / Northeast of the country
was most severely affected.
The typhoon has left 21
people dead, 65 people severely injured, and
some 22,800 families directly affected (of
which almost 4,700 were evacuated). Though
loss of life is not as high as in other
countries, about 180,000 people have been
affected (directly or indirectly), which is
equivalent to 0.8 % of the population. The
initial estimation of the total damage
amounts to roughly US$ 140 million.
In the aftermath of the
Typhoon Ketsana and priorities of the Royal
Government of Cambodia to restore affected
households’ livelihood through
reconstruction and rehabilitation, the World
Bank engaged ADPC to assist the Post Ketsana
Disaster Needs Assessments (PDNA) in
Cambodia leading to the long term capacity
development of government and communities in
disaster risk reduction planning and
implementation.
ADPC provided the
following input to the PDNA Cambodia:

Worked closely with
the World Bank team in planning for the
PDNA in selected provinces. Assist in
finalization of the assessment Terms of
Reference (ToR) led by RCG through NCDM
(19 - 22 October 2009)

Assisted NCDM and WB
in preparing orientation workshop and
team building activity and deliver One
Day Workshop to familiarize the
Assessment Team Members with the DALA
Methodology to be adopted in the PDNA
exercise (26 - 30 October)

Technical input to
the PDNA Task Leader/Co-Task Leader team
in preparation of a detail plan for
conducting the assessment with clear cut
time line and expected outputs (19 - 26
October)

Participated in the
Kick off Meeting (4 November) Join the
PDNA exercise and contribute to the
Disaster Management/Flood Management
sub-sector with NCDM as lead between (4
- 14 November)

Assisted NCDM with
coordination responsibility (Sector
Leader) of the Cross Cutting Sector and
ensure that the other sub sectors such
as Environment and Gender and Child
Protection provide input as per the
agreed reporting format

Prepared assessment
report of the sub-sector Disaster
management/Flood Management (15 - 19
November)

Overall lead in
writing and finalising the Section IV:
Reducing Risks- Disaster Risk Reduction
Investments for Recovery (20 - 30
November) and input to the Section V:
Recovery and Reconstruction Needs,
particularly the sub-section on Early
recovery and Medium and Long Term
Recovery and Reconstruction (20 - 15
December).
