Tools for Disaster Risk Assessment (TDRA)

The lack of information on hazards, their impact, location of vulnerable communities and degree of risk to communities were identified, by disaster management authorities at the provincial and district levels in Sayaboury province of Lao, as the key factors impeding the development of disaster risk reduction plans and their implementation. Therefore, development and application of improved risk assessment tools and disaster information database will help provincial and district administrations to identify the highest risks and the most vulnerable communities, and to develop disaster risk reduction plans.   

TDRA has two key elements: (1) development and application of an improved risk assessment system at the provincial and district level, and (2) capacity building of selected agencies, members of the district Disaster Management Committees (DDMC), for effective usage and maintenance of the system. Broad participation in training by various sectors, such as health, education and the Lao Women Union (LWU), will promote a cross-sectoral understanding of disaster risk reduction and allow for inclusion of a range of risk factors previously assessed primarily within sectors.  

Subject to agreement with NDMO and provincial and district partners, and following successful piloting of TDRA after 12 months, the database and risk assessment approach could be replicated in other districts in the province, either through Sayaboury Integrated Hazard Mitigation Project (SIHMP) or through LANGOCA partners to other provinces in Lao PDR.  The resulting district hazard mapping  and data will assist the disaster risk reduction planning process in SIHMP and in capturing baseline data and ongoing monitoring and evaluation of disaster risk reduction activities in Sayaboury.

Project Goal
Reduce vulnerability and poverty in Lao PDR, particularly amongst children, women and marginalised groups.
 

Project Purpose
To reduce the vulnerability of communities through improving the capacity of provincial and district disaster management authorities to gather information and identify and assess risks from natural and man-made disaster and hazards. 

Target Group and Beneficiaries
Secretariat to the District Disaster Management Committees (DDMC)

Agencies represented on the (DDMC) especially the Departments of Planning and Investment (DPI), Health (DOH), Education (DOE), Labour and Social Welfare (DLSW), Agriculture and Forestry (DAF)

  • Mass organizations from Sayaboury District

  • National Disaster Management Office (NDMO)

  • Provincial staff

  • Village cluster administrations

  • Communities and Community Based Groups

Expected Outcomes

(i) An improved risk assessment system for provincial and district staff for the measurement and analysis of  risks, and a sustainable means of maintenance and updating of information on disasters and hazards

(ii) Increased capacities of provincial and district disaster management authorities in hazard and risk identification, assessment and mapping.

(iii) Improved coordination between agencies involved in hazard data collection and risk assessment

(iv)  National Disaster Management Office (NDMO) assisted in the implementation of their Disaster Management and Poverty Eradication Strategies at provincial level through a model risk assessment system.

Project Activities

OBJECTIVE 1:   
To develop a risk assessment system for Sayaboury Province and District.

Objective 1 is to develop a system for data collection in relation to disasters and hazards, using available data and methods for gathering and updating information on a regular cycle.

Output 1.1:     
Sources of information identified and a provincial/district database designed.

Activity 1.1.1: Identify type and sources of information to be collected

Activity 1.1.2: Adaptation/development of a tool for the database 

Output 1.2:    
Development of a provincial database (on risks and hazards) and a district database (which includes a detailed inventory of responses and resources)

Activity 1.2.1: Collect and compile data

Activity 1.2.2: Undertake data entry

Activity 1.2.3: Production of a preliminary provincial risk database and district resource inventory

OBJECTIVE 2:    To enhance the capacities of the provincial and district disaster management authorities in hazard and risk assessment.
Objective 2 focuses on capacity building of provincial and district disaster management authorities on two aspects: practical usage of the system and its maintenance.

Output 2.1:    
Technical capacity of provincial and district disaster management authorities (PDMC and DDMC of Sayaboury Province and District) enhanced

Output 2.2:    
Development of inclusive training materials for data collection and analysis, including integration of cross-cutting issues:
It is expected that the training will comprise 2 courses as follows (indicative):

A. Community Risk Assessment: Risk assessment concepts (concepts of hazard, vulnerability and capacity assessment): Data collection methods (primary as well as secondary data collection methods and including those required for data collection which is sensitive to age, gender and ethnicity) . Training on data collection methods will include practical exercises at selected community locations within Sayaboury district;

B. Utilization and Maintenance of the Database System (from Output 1.2): Data analysis (using the outputs from the database system), Maintenance and Updating of the Database

Delivery of effective training courses in risk assessment:

Ensure effective and efficient project management

Output 3.1:     Project planning and management systems established
