Sayaboury Integrated Hazard Mitigation Project (SIHMP)

The five year program of Sayaboury Integrated Hazard Mitigation Project (SIHMP) uses Community Based Disaster Risk Management (CBDRM) to address poverty, vulnerability and improving rural livelihoods in Sayaboury province of Lao. The unique situation in Sayaboury Under SIHMP, the community activities will be implemented in collaboration with the village disaster management committees, but at the same time engage counterparts at the district, provincial and national levels, again in order to enhance replication and sustainability. SIHMP’s response to disaster risk reduction in Sayaboury is based on the principle that environmental sustainability, effective resource management, poverty and gender disparities are interlinked. SIHMP aims to enhance:

(i)   Institutional Capacity: improving Provincial, District and Village level capacity in disaster risk reduction planning, improving sectoral coordination on disaster risk reduction across all line agencies and increasing technical capacity in selected line agencies (e.g. agriculture, education) to support local communities in sustainable livelihood initiatives.

(ii)  Community Resilience: ensuring vulnerabilities are reduced and coping mechanisms strengthened through enhanced capacity for sustainable livelihood security, resilience to the impact of chronic hazards and greater protection for particularly vulnerable members of the community. Strengthened community resilience is intended to contribute to a reduction in both vulnerability and poverty levels in Sayaboury. 

In addition, SIHMP delivery will be supported by outcomes from the two short term activities as follows:

Tools for District Risk Assessment (TDRA) short-term activity (July 2007-June 2008): to improve information management to increase the effectiveness of both district and provincial administrations in disaster risk reduction planning as well as facilitating community responsive planning. Outcomes will support localised mapping of hazards, their impact, location and degree of risk to communities.

Disaster Risk Education for Children (DREC) activity (July 2007-June 2008): DREC will strengthen local community knowledge and skills in disaster risk reduction, by working with school children and teachers as agents of change. This initiative will support informed community level planning and engagement of disaster risk reduction initiatives.

24 villages of Sayaboury District (Na Xam and Nala Village Clusters) and Xienghone District (Banlaosano and Thongkaab Village Clusters) in Sayaboury province, Lao PDR

Project Goal
Reduce vulnerability and poverty in Lao PDR, particularly amongst children, women and marginalised groups. 

Project Purpose
Reduce the vulnerability of communities through enhancing coping mechanisms and undertaking activities to implement disaster risk reduction (DRR) measures as well as developing the capacity of provincial and district agencies to plan for and implement disaster risk reduction and support community actions.
 

Main Beneficiaries
The main beneficiaries of capacity building will be provincial and district staff of LWU, DoLSW, DoAF, DoH, DoE and DPI. 

Beneficiaries of community projects will be residents of targeted villages and communities, from the most vulnerable groups.  

Expected Outcomes
The key outcomes of SIHMP will be

(i) an improved system for disaster risk reduction planning at the provincial and district levels, enabling more efficient and cost-effective targeting of risk reduction and mitigation programs, and help identify the most vulnerable communities and members of those communities. 

(ii) improved coordination in disaster planning, mitigation and response between agencies at the provincial and district levels.

Project Activities

Objective 1:    To increase the planning, management and implementation capacity for disaster risk reduction
Disaster risk reduction planning will be integrated into ongoing provincial and district operations and budgets through close collaboration with provincial and district disaster management committees and sectoral agencies. 

Output 1.1:
Provincial and District agency capacity and coordination mechanisms for Disaster Risk planning strengthened

Output 1.2:
Inclusive Disaster Risk Reduction Plans developed for Sayaboury District and Sayaboury Provincial DRR Strategy enhanced

Output 1.3:
Disaster Risk Reduction Plans implemented in Sayaboury District

Objective 2:    To increase community resilience to mitigate the impact of risks and hazards
Two village clusters in Sayaboury District (Na Xam and Nala) will be the sites for initial implementation of multi-sectoral disaster and hazard mitigation activities under SIHMP. Activities will expand in years 3 and 4 into two additional village clusters in Xienghone District (Banlaosano and Thongkaab), following the development of the Xienghone District DRR Plan. 

Output 2.1:
Baseline surveys conducted and resilience raising community projects identified (location and type)

Output 2.2: 
Resilience raising community projects implemented, with monitoring and review mechanisms in place

Output 2.3: 
Community projects evaluated for apparent efficiency, effectiveness and inclusiveness in increasing risk resilience

Output 2.4: 
Risk reduction models developed and provincial and district authorities supported to expand emergent models into additional districts

Objective 3:    To increase the capacity of key sectoral and planning agencies at the province and district levels to promote resilience and secure livelihoods by mainstreaming DRR into their plans and operations

Output 3.1: 
DRR mainstreaming training courses, workshops and other capacity building activities delivered for counterpart staff and agencies

Output 3.2: 
Disaster risk reduction integrated into sectoral strategies and plans

Output 3.3: 
Evaluation of disaster risk reduction approaches undertaken and options for scaling up determined

Objective 4:    Ensure efficient and effective project management

Output 4.1:
roject planning and management systems established

Output 4.2:
Annual review exercises assessing progress against objectives and increases in capacity for local partners and staff

Output 4.3:
