Dear Readers, It is a great pleasure to offer you this issue of Asian Disaster Management News. Although this issue is somewhat delayed, rest assured that we remain committed to this newsletter as a focal point of the Asian disaster management community, and will strive to be more timely with future issues. Since the last issue, the 1997/98 El Niño phenomenon has run its course, and the world is now bracing for the effects of its counterpart, La Niña. In the context of the 1997/98 El Niño phenomenon, the Asian Regional Meeting on El Niño Related Crisis hosted in February by ADPC and NOAA was a timely and appropriate event leading to praises and rewards. In light of the enthusiasm and the interest displayed at that meeting, the theme for this issue was born: "extreme climate events." In the next issue, we will focus on the role of local governments in disaster management. As always, in the effort towards delivering a quality product, we welcome all your comments, and suggestions, and contributions.
