Regional Course on Disaster Management (DMC)

BACKGROUND

The Asia Pacific region faces heavy human and economic losses from natural disasters, whose frequency and intensity is increasing drastically in the recent years. This is an off-shoot of the increasing urbanisation, population growth and related economic dislocation and environmental degradation. Disasters, lead to a heavy drain on available resources and revert year of development gains. ADPC is convinced that informed and skilled policy makers, government officials, development professionals, donors and disaster managers could better integrate disaster management into development policies and programs that will contribute to sustained economic growth, poverty reduction and environmental balance. We are proud to announce our DMC-25, marking the silver jubilee of training in disaster management.

AIM

To provide a broad exposure to the elements of disaster management and to improve the management skills of the persons responsible for formulating policies and implementing programs concerned with disaster management.

OBJECTIVES

  • To increase the knowledge of the theory and practice of all aspects of disaster management, such as preparedness, prevention, mitigation, response, rehabilitation and reconstruction.
  • To improve personal management skills, particularly related to public awareness, policy promotion, response operations, training, use of information, and inter-organizational cooperation.
  • To impart new skills related to major sources of disaster management information, operational techniques, the use of personal computer applications and internet.

    COURSE CURRICULUM
    Understanding Hazards

    Basic knowledge of major natural hazards, such as cyclones, floods, earthquakes, landslides, droughts and human induced hazards including technological hazards, toxic chemical releases, fires, environmental degradation as well as civil conflict.

    Assessing and Monitoring Disaster Risks and Impacts

    Disaster risks and impacts in the Asian and Pacific region, methods and technologies for assessing them, community vulnerability and capacity; and the relationships between disasters, national development issues and environment.

    Disaster Mitigation

    Building technologies, performance standards, building codes, land use planning, provision of services to reduce loss of life, and damage to property; and challenges of implementation.

    Disaster Preparedness

    Comprehensive disaster preparedness plans at national and local level; legislation; warning systems, public awareness, community participation and evacuation planning with practical and successful approaches.

    Disaster Management Practice

    Experience based workable approaches to assessment, planning, monitoring, policy development, information systems, communications, media relations, networking, problem solving and decision making; program evaluation, as well as practical exercises to improve personal leadership skills and team working capacities.

    National and International Disaster Management and Response Systems

    National disaster management and response structures with focus on operational cooperation and intersectoral collaboration, role of NGOs and the legal, political and economic aspects of international assistance.

    Emergency Services and Response

    Emergency Operation Center management, field-tested logistics essential to the supply and distribution of relief materials, food, water, shelter and emergency health care both for refugee camp situations as well as population affected by natural disasters; sanitation, registration procedures and health programs to meet the needs of vulnerable populations.

    Rehabilitation and Reconstruction

    Consideration of developmental principles in assessing resource identification and application in community rehabilitation and integration of reconstruction practice into overall developmental plans.

    Field Visit

    In order to provide a direct exposure to disaster situations, DMC will include field visits to different places in Thailand.

    COURSE WORK

    The participants are also given the opportunity to choose disaster related topics for individual study and presentation. A quantity of selected resource materials is provided to all participants. Additionally, participants are expected to provide disaster management related materials from their own countries to ADPC, to serve as a source of reference for fellow participants.

    LANGUAGE

    All teaching and course materials are in English. It is essential that participants are fully conversant in English.

    PARTICIPANTS

    This course is tailored for the senior and mid-level practicing disaster and development managers of the countries in the Asia and the Pacific region who are responsible for formulating policies and implementing programs.

    The targeted audience of the course is :

  • National level ministries, departments and institutions dealing with disaster management.
  • Administrators and officials from provincial and city administration.
  • Emergency response agencies and emergency planners.
  • UN agencies and international organisations.
  • NGOs working in the fields of development, disaster management and relief.
  • Private sector corporations especially those involved in relief and response operations.

    To enhance the quality and effective information exchange and communication, seats are limited to 30 participants, ordinarily with no more than four from a particular country. Participants are expected to stay on campus during the entire course. As there are no facilities for family members, it is regretted that they may not accompany participants during the course.

    RESOURCE PERSONS

    The resource persons of the course will be disaster managers and experts with extensive experience from UN agencies, Governments,International Organisations and NGOs, Educational and Research Institutions, ADPC and from the Asian Institute of Technology.

    COURSE FEE & EXPENSES

    The course fee would be US $ 2,500 per participant. Costs of books and materials are included in the course fee. The fee should preferably be paid in advance by money transfer/international Demand Draft (DD) or bought by DD/cash at the time of course registration. Kindly confirm your mode of payment.

    All participants will stay at the AIT Center during the course. The room rate is US $ 30-35 per night for single room and US $ 15-20 per person for shared accommodation. Participants who would like to stay in single rooms have to inform ADPC in advance so that booking can be made.

    The minimum per-diem rate ADPC recommends is US $ 50 per day, which would cover the expenses of shared accommodation and food. The air travel expenditures are not included here, since these will be different according the travel requirements of each participant.

    APPLICATIONS

    All participants will stay at the AIT Center during the course. The room rate is US$30-35 per night for single room and US$15-20 per person for shared accommodation. Participants who prefer to stay in single rooms should inform ADPC in advance.

    SCHOLARSHIP

    A limited number of partial scholarships may be available to deserving candidates from national government organizations or national NGOs paying from their own budgets. Applications for such support will be considered subject to confirmation of payment of 80% of the fees.

    APPLICATIONS

    Interested persons can apply directly but, preferably be nominated by their employers, sponsoring Governments, NGOs and private organisations. Applicants should complete the ADPC/DMC application form or send a letter of enquiry to ADPC.

    ELECTRONIC FORUM ON THE WORLD WIDE WEB

    To promote pre and post course learning; ADPC has established a special Disaster Management Course Electronic Forum on ADPC's home page on the web. All registered participants of DMC-25 can participate in the forum at http://www.adpc.ait.ac.th/ forum/DMC25. After the course, the forum serves as an on going mechanism for communication between ADPC, the course participants and resource persons.

    ACCREDITATION AND REGISTRATION IN SWINBURNE UNIVERSITY COURSE

    Under a joint distance learning program of ADPC and Swinburne University Australia, Postgraduate (Certificate, Diploma and Masters level) courses in Emergency Management are being conducted since mid-1997. Under a special arrangement, participation in the DMC and selected ADPC courses; complemented by undertaking of prescribed readings, assignments and assessments; makes students eligible for credit transfers and some discount in fee. Further details will be provided during the course.
