UNDP Sri Lanka Project (SRL/97/011):
Support for Disaster Management in Sri Lanka

January 1998 - December 2000

The project enables the strengthening of the National Disaster Management Center (NDMC) of Government of Sri Lanka through accessing the range of technical resources and capabilities available within the Asian Disaster Preparedness Center. ADPC is contracted by UNOPS to act as senior technical advisor to the UNDP project for the provision of technical assistance and training. The following activities were undertaken since the project's inception in January 1998:

  • Program missions for identification of functions, operational relationships, staff and financial requirements of the NDMC.
  • Project planning meetings in Bangkok, Thailand.
  • Formulated an organizational strategy for the NDMC.
  • Training provided to 2 participants in the Basic Course on disaster Management (DMC-25), 1 participant in fourth Community Based Disaster Management Course (CBDM-4) and 2 participants in the Training, Resource Materials and Continuing Education (TRMC) program in India, 1 participant in the Urban Disaster Mitigation (UDM) Course.
  • Developed the National Disaster Management Plan.
  • Provided analysis of the draft Sri Lanka Counter Measures Bill.
  • Demonstrated ways of landslide disaster reduction and finalized the Action Planning Manuals, Guidelines and Vigilance Aids and conducted training of trainers for NBRO staff.
  • Conducted Study Tours in the Philippines, Thailand and Bangladesh for the officials of the National Center for Disaster Management and Ministry of Social Services in Sri Lanka.
  • Participated in the conduct of the Project Tripartite Review (TPR) meetings.
  • Formulated Project Concept Papers.
  • Provided guidance in setting up of the Disaster Management Information System (DMIS)
