UNDP Cambodia Project (CMB/96/008):
Capacity Building for Integrated Disaster Management - Phase I and II
September 1997 - December 2000

The project enables the strengthening of the National Committee on Disaster Management (NCDM) of the Government of Cambodia through accessing the range of technical resources and capabilities available within the Asian Disaster Preparedness Center. ADPC acts as senior technical advisor to the NCDM with a mandate to assist in national capacity building through training and technology transfer. The main activities that were accomplished from July 1997 till December 2000 were:

• In course of implementation, the NCDM Secretariat structure was prepared; and the process of recruitment for key focal positions was completed. The structure is fully functional with the constitution of a General Secretariat consisting of 4 Departments (ECR, EPT, ADMIN-Fin and SAR) and a Scientific and Technical Committee (STC).
• Development of National Policy and conduct of national policy workshop.
• The structure of NCDM was elaborated with the constitution of a General Secretariat and a Scientific and Technical Committee (STC).
• The development of the Training Plan and Curriculum and the conduct of the 1st training in November 1999 helped establishing the Core Team of Trainers of NCDM to run future trainings or workshops on raising awareness and imparting basic disaster management skills. The NCDM Core Team of Trainers conducted the succeeding trainings at different levels both for the Provincial and District Committees on DM.
• The proposal for further technical support by ADPC was approved by UNDP Cambodia.
• Conduct of Refresher Course for Core Team of Trainers.
• Participation of NCDM in the regional fora on Disaster Management.
• Participation in the conduct of the Project Tripartite Review (TPR) meetings.
• Employment of two ADPC National Consultants to support NCDM General Secretariat in undertaking the remaining activities of the project such as the Refresher Training Course for the Core Team of Trainers, Consolidation of the NCDM Training Curriculum, TPR Meeting, Annual Meeting and in the preparation of the Annual Report of the project.
