ADPC sent a consultant team to Gujarat after the earthquake on the 26th January 2001, at the request of ADB. The team consisted mainly of consultants from the ADB funded TA in the states of Uttar Pradesh and Uttaranchal, which is being implemented by ADPC. The consultants served as a pre-assessment team, comprised of
- Mrs. Jean Parker, Disaster Management Expert
- Dr. Richard Sharpe, Earthquake Science Expert
- Mr. Aloysius Rego, Damage and Needs Assessment Expert
Mr. Jerome Moga, from the Asian Urban Disaster Mitigation Program of ADPC also accompanied this team of consultants as ADPC contribution to the team because of his extensive work experience in Gujarat on previous USAID funded projects.
The ADPC team met with a number of officials from the Government of Gujarat and worked with them to help them prepare their documents to be presented to the Joint Assessment Mission for the World Bank and the Asian Development Bank. The team also wrote several short papers, as requested by Gujarat Government officials. The papers covered various post-earthquake issues such as Temporary Shelter, Institutional arrangements of the proposed Gujarat State Disaster Management Authority, Housing and Reconstruction Needs, Damage and Needs Assessment.
A number of discussions with various Government officials gave the team a comprehensive overview of the Government efforts. Their analysis of the situation on ground and a pre-assessment field visit by some of the consultants built on to the
team's perspective of the situation. This was used for debriefing the Joint Assessment Mission when it arrived in Gujarat.
The team resumed its duties with the TA in Uttar Pradesh and Uttaranchal after their task in Gujarat was accomplished.
