Project brief:
This
project is developed to strengthen the
capacity of the Government of Lao PDR (GoL)
to conduct damage, loss and needs
assessments and formulate post-disaster
recovery and reconstruction plans. The
project is implemented by the Ministry of
Planning and Investment (MPI) with support
from The World Bank and with ADPC acting as
the technical advice and implementation
support partner
The post-disaster damage and needs
assessment for Typhoon Ketsana in September
2009 formed the initial activity under this
project and lay the foundation for the
following activities.

Activity 1: Undertaking post Ketsana
assessment

Activity 2: Preparation and
consultation on Project Implementation
Plan and mobilisation of project team
-
Activity 3: Strengthening
commitment, institutional structure and
technical capacity within all relevant
Government institutions, line ministries
and supporting partner organisations to
mobilise, assess and report on impact of
natural disasters
-
Activity 4: Develop country-specific
knowledge base to conduct post-disaster
needs assessment

Activity 5: Establish a permanent
cadre of Government and supporting
partner organisations that are part of
the institutional structure to assess
the impact of natural disasters

Activity 6: Establish a methodology
for preparing a post flood recovery plan

Activity 7: Test and finalise the
post-disaster needs assessment
procedures.
