Component 4: Flood Emergency Management Strengthening (FEMS)

Outputs and Activities:

Output 1 : The preparation and implementation of flood preparedness plans in selected provinces and districts in Cambodia and Vietnam is facilitated

·    Conduct/organize training courses/ Workshop for selected provinces in Cambodia and Vietnam.

·    Strengthen the capacity of provincial disaster management offices in the pilot provinces and district disaster management offices in two districts in each province.

·    Provide support to planning and development of Flood Preparedness Programs in these provinces and districts.

·    Distribution of Flood Preparedness program documents, maps and forecasts to districts and communes in the pilot provinces.

·    Support priority sub-projects including needs-based local level training courses of Commune Leaders in Community Based Flood Management (e.g. safe area management, forecast boards, emergency kindergarten).

·    Support the improved management of stockpiles and warehouses of selected districts of pilot provinces in Cambodia and Vietnam.

·    Support the mobilization of sub-national/local budgetary resources for program implementation in the pilot provinces.

Output 2: National capacities in Cambodia and Vietnam to support preparation and implementation of preparedness plans are further developed.

·    Support the preparation and issue of national Guidelines / Manuals by national disaster management offices and national Mekong committees of Cambodia and Vietnam for preparation of Provincial and District Flood Preparedness Programs.

·    Support the gradual take-over of the delivery of Training course, at the provincial and district levels in flood preparedness planning, by national agency (Act. 1.1).

·    Develop institutional capacity in national disaster management offices of Cambodia and Vietnam and other relevant agencies to provide technical support at provincial and district levels in preparing Flood Preparedness Programs.

Output 3: Flood Risk Awareness Campaigns in 2 districts of each pilot province are conducted.

·    Adapt (language, cultural contest), republish booklets and posters for children and adults and distribute through appropriate channels.

·    Review possibilities / co-financing arrangements for using/adapting the film "Living with floods".

·    Organize/ facilitate training for children through school teachers and distribution of materials for adults through appropriate channels in the pilot provinces.

Output 4: Regional knowledge sharing is facilitated.

·    Participate in two Regional Workshops.

·    Prepare and circulate good practice documents in Khmer.

·    Organize a study tours for provincial level officials of pilot provinces in Cambodia and Vietnam to other riparian countries.

Output 5: Preparedness for Cambodia and Vietnam Province-to-Province Trans-boundary emergency assistance is facilitated
