Flexible Framework for Chemical Accident Prevention and Preparedness in South-east Asia (FF-CAPSEA)

Project brief:

  1. Inception workshop in Cambodia and the Philippines.
    Two day project inception workshops were in held in Cambodia and the Philippines in March 2009. Cambodian workshop was held from 19 – 20 March 2009 and Philippines workshop was held from 24-25 2009.  The inception workshops were held to introduce the project objectives and orient the stakeholders on project activities. Representatives from UNEP and ADPC attended the workshops while key stakeholders on chemical accidents prevention and preparedness in each country attended the workshops.

  2. First and second taskforce meetings in Cambodia.
    A taskforce was established to develop the country situation report on chemical accident prevention and preparedness. The 1st taskforce meeting was held on 09th June 2009. Draft template of the country situation report and need assessment were presented. Taskforce members reviewed the templates and agreed upon the next steps for preparation of the country situation report. The second taskforce meeting was held on 31st July 2009. The 1st draft of the country situation report as well as draft training curriculum was presented and taskforce members’ comments were sought. Inputs and suggestions given by the taskforce members were incorporated into the country situation report.

  3. First, Second and Third taskforce meeting in the Philippines was held in the Philippines on 22nd July 2009.  ToR of the taskforce was presented and agreed upon. The task force members agreed to develop the country situation report in coming months. Project activities, objectives and roles and responsibilities of the taskforce members were presented and discussed. The second taskforce meeting was held on 16th November 2009. Draft country situation report, draft need assessment report and the training curriculum was presented at this meeting. The members provided comments and suggestions to improve the country situation report and need assessment report and endorsed the training curriculum presented at this meeting. The 3rd taskforce meeting was held on 19th January 2010. Final drafts of the country situation report, need assessment report and the draft roadmap were presented at this meeting. Members added their comments and suggestions to finalise the roadmap, country situation report and the need assessment report.

  • Development Country Situation Reports for Chemical Accident Prevention and Preparedness for in the Philippines and Cambodia have been commenced. Draft country situation reports were presented at the second taskforce meeting held in Cambodia on 31st July 2009 and  in the Philippines on 16th November 2009

  • Development of Need Assessment Reports for Chemical Accident Prevention and Preparedness for the Philippines and Cambodia have been commenced. The draft reports were presented at the second taskforce meetings held in Cambodia on 31st July 2009 and in the Philippines on 16th November 2009

  • Three Training Packages on Chemical Accidents Prevention and Preparedness have been done. The training packages have been developed along with PPT presentations, videos and other supplementary learning tool.

  • 1st Training on Chemical Accident Prevention and Preparedness in Cambodia was conducted from 23rd -25th September 2009 in collaboration with UNEP, Paris and Ministry of Environment, Cambodia. The training was designed to give basic understanding and frameworks for chemical accident preparedness and prevention. Representatives from various government agencies, private sector and academia were presented at the training.

  • Five day training on Chemical Accident Prevention and Preparedness in the Philippines was conducted from 7-11 December 2009 in collaboration with Environment Management Bureau, Department of Environment & Natural Resources, UNEP Paris. The training was done as a comprehensive training on chemical accident prevention and preparedness with modules on introduction to the chemical hazards, roles of competent authorities, roles and requirement industries which include sessions on risk assessment, a field visit and interactive discussions on next steps and the roadmap for chemical accident prevention and preparedness.

  • 2nd training on Chemical Accident Prevention and Preparedness in Cambodia has been scheduled from 27-29 January 2010. The training would focus on roles and requirement of industries with special sessions on risk assessments and field visit.

  • Development of Roadmaps for Chemical Accident Prevention and Preparedness for Cambodia and the Philippines has been commenced and draft roadmaps would be discussed at the 3rd taskforce meetings in two countries. The roadmap would give them strategic direction and way forward for chemical accident prevention and preparedness in the country.
