The Development of Tools component aims to develop climate forecast products and decision tools that would enable stakeholders in the project demonstration sites manage climate variability. This component involves regional modeling, evaluating the seasonal predictability of the candidate sites, creating and testing tailored climate forecasts, decision-making scenarios, and models.

This component is led by the International Research Institute for Climate and Society, the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA), and the Agency for Meteorology and Geophysics (BMG).
