Citizenry-Based and Development-Oriented Disaster Response: Experience and Practices in Disaster Management of the Citizens' Disaster Response Network in the Philippines. Annelies Heijmans and Lorna P Victoria, 2001, ISBN 9-7192-3650-7, Center for Disaster Preparedness, 118 pages. Free download available from www.adpc.ait.ac.th/pdr-sea/cbdo-dr/cover.htmll.

This book presents the Citizenry-Based Development-Oriented Disaster Response framework and explains how to translate it into procedures and practical tools for assessing disaster situations and identifying appropriate and effective disaster responses. It critically reflects on the disaster management cycle model, since at-risk communities view disaster preparedness, mitigation, emergency response and rehabilitation not as separate phases of a cycle, but as integral parts of their survival and development process. The book covers the disaster situation in the Philippines, assessing disaster situations and responses to increase capacities and reduce vulnerabilities.
