This book presents the Citizenry-Based
Development-Oriented Disaster Response framework and explains
how to translate it into procedures and practical tools for assessing
disaster situations and identifying appropriate and effective
disaster responses. It critically reflects on the disaster management
cycle model, since at-risk communities view disaster preparedness,
mitigation, emergency response and rehabilitation not as separate
phases of a cycle, but as integral parts of their survival and
development process. The book covers the disaster situation in
the Philippines, assessing disaster situations and responses to
increase capacities and reduce vulnerabilities.

National Assessment of the Consequences of Climate Change and
Variabiliry, coordinated by the East-West Center in collaboration

public health; sustaining agriculture; sustaining tourism; ensuring
public safety and protecting community infrastructure and, promoting
