PARTICIPATION

International Association for Public Participation (IAP2) Guiding Principles Project, 1997. IAP2 has been on an odyssey for over two years to define Guiding Principles for the practice of public participation. This site provides some declarative Guiding Principles as a means for educating people, both inside and outside the field of practice of public participation. It presents Core Values for the Practice of Public Participation and a Draft Concept for Public Participation Code of Ethics. The site also invites interseted people to an interactive discussion on the subject with a purpose to establish usable standards.

Resource Book on Participation. This is an electronic version of the Participation Resource Book published by the Inter-American Development Bank. A description of the contents is presented in the ÒBooks ReceivedÓ section of this issue of the newsletter.

Community Consultation. Authored by Norman Schwartz and Anne Deruyttere, this paper presents a framework for discussing community consultation in the context of the Inter-American Development BankÕs projects. The paper also offers suggestions on the opportunities, risks, costs, methods, and techniques of community consultation.

EARTHQUAKE PREPAREDNESS

In response to a request by some of the users of ADPCÕs information resources, we carried out an Internet search for resources on Òearthquake preparedness for familiesÓ. There is a dearth of information on this topic on the Web that is directly applicable to conditions in Asia and the Pacific. However, there are a number of sites (all California-based!) that provide general information and more specifically address the information needs of families in industrialized countries. We present some of the sites here:

The EQE Earthquake Home Preparedness Guide. This site presents an outline and parts of the EQE Earthquake preparedness Guide. More pertinent to the Californian conditions, the guide contains information that is general in nature and may need to be modified for diiferent circumstances. The contents include: How Safe is Your Home?; Projects Everyone Should Do; Masonry Chimneys; Earthquake Insurance; Preparedness Planning; Develop a Family Plan; After an Earthquake; and Additional Resources.

Residential Earthquake Preparedness Guide. This Earthquake Preparedness Guide is provided by Quake Defense, Inc., to assist families in being better preapared in an earthquake event. Although written for Californians, this guide provides basic information on earthquakes and preparedness measures.

Earthquake Preparedness. Are you ready for the next earthquake? These guidelines, prepared by the GovernorÕs Office of Emergency Services, Davis, California, present useful tips for the families to follow before, during and after an earthquake.

Earthquake Preparedness Made Easy. Yet another site on basics of earthquakes and earthquake preparedness.
