COURSE CONTENTS

The course is specifically targeted at government officials and will cover the following modules:

Module 1: Introduction to Disaster Risk Reduction

  • Disaster risk reduction (DRR) terminologies
  • Linking disasters and development
  • Risk assessment
  • Measures to reduce risk
  • Framework for DRR

Module 2: Mainstreaming disaster risk reduction into development planning processes such as:

  • Framework for mainstreaming DRR
  • National Development Plan
  • Land use planning
  • Development planning at sub-national level
  • Urban local government
  • Sectoral development
  • Project cycle management

Module 3: Enabling environment for mainstreaming disaster risk reduction by:

  • Advocacy
  • Strengthening partnerships
  • Financing options for DRR
  • Evaluation of mainstreaming DRR
  • Undertaking programmatic interventions

TARGET PARTICIPANTS

  • Representatives from National Planning Agencies and National Disaster Management Offices of RCC member countries (by invitation under the RCC programme on mainstreaming DRR into development)
  • Government officials from other national agencies in RCC member countries; responsible for national development planning, physical/land-use planning, local development, finance etc.
  • Representatives from development agencies (such as UN agencies, bilateral and multilateral agencies, and non-governmental organisations), working closely with government agencies on issues related to development policy, planning and programming.
  • Country participants: Afghanistan, Bangladesh, Bhutan, Maldives, Sri Lanka and Pakistan

The Regional Consultative Committee (RCC) on Disaster Management is a regional mechanism comprising of 30 members from 26 Asian countries who are working in key government positions in the National Disaster Management systems of countries of the Asian region. Member countries include Afghanistan, Bangladesh, Bhutan,Brunei, Cambodia, China, Georgia, India, Indonesia, Iran, Jordan, Kazakhstan, Korea, Lao PDR, Malaysia, Maldives, Mongolia, Myanmar, Nepal, Pakistan, Papua New Guinea, Philippines, Sri Lanka, Thailand, Timor Leste and Vietnam.
