OVERVIEW

Brief History of PHEMAP

In 2001 ADPC was approached by WPRO and SEARO to develop, organize and deliver courses on Public Health and Emergency Management for member states of the two regions. The first PHEMAP inter-regional course (PHEMAP-1) was implemented in March 2002 with support from the Japan International Corporation for Welfare Services (JICWELS).

In February 2003, the first Memorandum of Understanding (MoU) for PHEMAP was signed by WPRO, SEARO and ADPC. The focus of the MoU was the development and delivery of inter-regional and national PHEMAP courses. A further four inter-regional courses have been implemented by ADPC with funding from WHO and the Royal Government of Norway. In addition, National PHEMAP courses have been implemented in Cambodia, People’s Republic of China, Fiji, Philippines, Papua New Guinea, Sri Lanka and Socialist Republic of Vietnam by Ministries of Health with support from WHO and other funding agencies like DFID and the Japanese Government, specifically for WPRO Member States. Other activities, such as the Management of the Dead and the Missing in Disasters (MDM), have also been organized by ADPC, SEARO and WPRO under the framework offered by the MoU.

SEARO, WPRO and ADPC have agreed to continue the partnership between our respective organizations and an extension of the MoU was signed by all parties very
