Training and Capacity Building Project
Training and Capacity Building Project (TCBP) is
a national capacity building project for
Afghanistan. It is a sub-project under the
Comprehensive Disaster Risk Management Program
(CDRMP) being implemented by the United Nations
Assistance Mission to Afghanistan (UNAMA). The
CDRMP is being sponsored by the Afghan Emergency
Trust Fund (AETF). The CDRMP consists of a
number of sub-projects covering the most
relevant and apparent needs in the Afghan
Disaster Risk Management Sector.
The Training and Capacity Building Project
(TCBP) is being implemented jointly by the Asian
Disaster Preparedness Centre (ADPC) and the
InWEnt - Capacity Building International,
Germany. InWEnt is a semi-governmental
international German organization, with its
country office in Afghanistan.
The major components under the project are:
·
Establishment of a Disaster Management Training
Unit at the Department of Disaster Preparedness
(DDP);
·
Adaptation of seven international courses to the
national context in Afghanistan and production
of course materials into Dari language;
·
Training of 575 officials and staff from the
member ministries of the National Commission for
Emergency and Disaster Management, the UN and
NGOs;
·
Development of a team of fifty national
trainers, who could than provide training to
other officials at the provincial, district and
local levels;
ADPC's Role
The ADPC will specifically focus on the
following:
·
Meet the most pressing training needs of persons
(focal points) nominated by key members of the
National Commission for Emergency and Disaster
Management on national and on provincial levels.
·
Establish a core group of trainers in the
relevant technical fields
Description of Activities
Under the overall guidance of the Programme
Advisory Committee (PAC) of the Disaster
Management Framework for Afghanistan (DMFA) and
in close cooperation with InWEnt-TCBP and the
assigned National Project Director from the
Department of Disaster Preparedness (DDP), ADPC
will provide the following services:
1. Jointly planning and conducting a Curriculum
Development Workshop. The purpose of the
curriculum development workshop will be to bring
the already existing experiences and materials
for each course topic together and to modify the
course contents towards the conditions and needs
in Afghanistan. ADPC is in charge of the
curriculum development of the following courses:

Disaster Management Course
·
Community-based Disaster Risk Management
·
Emergency Response Management
·
Earthquake Vulnerability Reduction
·
>Flood & Drought Risk Management
·
Skills for Trainers Course
2. Preparing and conducting the above mentioned
training courses. In a first round each of these
courses will be conducted once. Each course will
be implemented and guided by three professional
ADPC trainers, respectively. In a second round
four courses will be conducted again. Each
course will be conducted by Afghan trainers and
guided by one professional trainer from ADPC. In
total 19 courses will be delivered by ADPC. The
following courses will be conducted by national
trainers:

Community-based Disaster Risk Management (3
times)
·
Emergency Response Management (4 times)
·
Earthquake Vulnerability Reduction (2 times)
·
Flood & Drought Risk Management (3 times)
3. Reviewing and modifying contents and
materials of these five courses in terms of
relevance and appropriateness.
Besides increasing the capacities of the
trainees and their organizations, all activities
have the objective to increasingly encourage
Afghan participants (trainees) to act as
trainers themselves and to facilitate
communication and networking between the
different members of the National Commission for
Emergency and Disaster Management.
Duration and Timing
The activities mentioned above will be conducted
during January-December 2005. Detailed timing
and duration of the courses is attached at the
end of this description.
Reporting and Monitoring
Each conducted training course will be monitored
and evaluated by the ADPC trainer team. For each
course a short evaluation report will be
prepared by the training team. An
end-of-assignment report will be prepared at the
completion of the project. This report will
outline the conducted activities, lessons
learnt, conclusions and recommendations for
future activities.
Expected Results
·
Training materials (incl. trainer notes and
handouts) are produced and tested for all six
courses;
·
The courses have been delivered;
·
Afghan Co-Trainers are identified and are able
to conduct the above-mentioned courses on their
own
