Society’s Responsibility: Safer School

 

The Jury for the UN Sasakawa Award 2007 for Disaster Reduction awarded the Social Action Centre - Prelature of Infanta (Philippines), with a Certificate of Merit along with the Red Habitat en Riesgo (Argentina) and the Disaster Mitigation for Sustainable Livelihoods Programme (DiMP) (South Africa) "for their dedicated pioneering work that has led to increased resilience of societies in their spheres of influence."  SAC Infanta played a lead role in facilitating support to affected communities in Infanta, Quezon in the Philippines at the wake of a debris flow that killed 1460 in November 2004.  The formation teams organized by SAC Infanta, known as the MSK (Maliliit na Samahang Kristiyano) and made of neighborhood cell groups,played a critical role in rapid assessment, distribution of relief assistance, and in the eventual rehabilitation of affected communities.  The same groups also took the lead

in facilitating the implementation of core-housing and sustainable livelihood interventions that both served to mitigate the impact of the disaster and reduce future risks. 

Among their notable efforts, is working towards multi-stakeholder and inter-disciplinary approaches to disaster risk reduction.  A more  concrete example is the partnership SAC Infanta established with university and research institutions ( i.e University of the Philippines Los Banos, PCCARD, Commission of Higher Education) to develop a modality for the rehabilitation of damaged agricultural lands (which were covered by mud and debris) and to establish sustainable integrated farming systems in areas affected by natural hazards.  Among the many important lessons drawn from the engagement according to Dr. Gil Villancio, a scientist involved in the undertaking, is that

"science and technology-based knowledge and technologies for calamity-stricken areas should consider farmer-adapted integrated farming systems".  Moreover, "disaster management policies should be redirected towards poverty and vulnerability reduction instead of mere compensation and relief responses".

several examples of such incidents where large number of innocent school children were killed by natural hazards in a matter of few seconds or minutes such as Leyte mudslide in the Philippines, Pakistan earthquake, Gujarat earthquake, etc. There are many more unheard/unpublished stories of children dead due to both human-induced and natural

disaster.

Therefore, disaster risk reduction education to all children anywhere in the world is a must for a safer  world.

In any disaster situation anywhere in the world-be it a human induced or natural-children are among the most vulnerable group. Especially if the disaster occurs during school time. If we critically examine the victims among the affected children, we find that girls are more affected.

The event proposes to get children to discuss and gather information about various disasters and how to react swiftly and safely in such situations through a host of fun-filled activities like debates, essays, paintings and skits.

 

When children learn through play and interaction, they learn best, and in turn, pass on this information to their friends, family and peers. It is imperative that we ensure that our children are alert and aware so that they in turn can create an educated community, prepared for disaster and ready to reduce the loss of lives.
