Centered on the understanding that disasters primarily impact localities, this two-week course emphasizes that the grassroots level is often most affected by disaster repercussions. Strengthening local measures for disaster prevention, response, and recovery is paramount to shield communities and safeguard institutional and organizational commitments to them.

This training equips attendees with the expertise to uplift and fortify communities in disaster prevention, response, and recovery endeavors. As part of the curriculum, participants will engage in a scenario-driven activity, enabling them to apply their acquired knowledge when transitioning back to their professional settings.

The course's primary objective is to provide attendees with effective tools, methodologies, and strategies to implement DRR and CCA at the local level. It aligns with key global and regional frameworks, including the Sustainable Development Goals, the Sendai Framework on Disaster Risk Reduction, the Paris Agreement, and the ASEAN Agreement on Disaster Management and Emergency Response.

This innovative course adopts a hybrid format, blending online and in-person sessions, with mandatory attendance for both components. Detailed scheduling information for each session is available in the accompanying document.

The course contents details are below for your kind information.

Module 1: Introduction to Localizing Disaster Risk Reduction for Anticipatory Action

This module aims to orient participants about the disaster-related basic concepts and terminologies, disaster risk trends, climate change and disaster, early warning systems, major global/regional frameworks, approaches, tools, and methods for localizing disaster risk reduction and climate change adaptation. We will also closely examine the implementation of anticipatory action around the Asia region and learn about the progress and challenges.

Module 2: Climate-Inclusive Participatory Community Disaster Risk Assessment

This module provides the participants with participatory tools for conducting community disaster risk assessment. How the results of risk assessments are used for risk prioritization for risk-informed decision-making shall likewise be covered. The conceptual and theoretical aspect of the subject shall be covered online while the practical part will be done face-to-face through practicum and field visit.

Module 3: Participatory Community Resilience

The participatory processes involved in DRR planning at the community level shall be introduced to the participants. Stakeholders' analysis as input for community resilience partnership planning and implementation shall likewise be covered. Monitoring and evaluation shall ensure that plans are developed and implemented accordingly to achieve the desired outcomes.

Module 4: Climate-Inclusive Community-Based Disaster Risk Reduction

In this module, key terms in DRR will be covered in detail: Preparedness, Prevention, and Mitigation. Community resilience and climate change adaptation shall be discussed and linked to the three DRR processes. As part of preparedness, early warning systems and preparedness for response and recovery are presented, while different disaster mitigation measures are enumerated in the course of discussing Mitigation. Sessions on risk communication and public awareness will likewise be included to help ensure risks are effectively communicated, understood, and acted upon.

Module 5: Enabling Environments for Community Resilience

This module involves different approaches to how community resilience can thrive. Among the subjects that will be covered are i) Sustainable Community-based Livelihood, ii) Gender Considerations in community resilience, iii) Advocating and Generating Support for community resilience, and iv) Risk Financing and Resource Generation and Mobilization. One of the highlights of the module is the field visit and immersion for the participants to have firsthand and actual learning experiences related to the subjects covered.

Module 6: Future Knowledge Application

In this module, all participants will undergo and work on a scenario-based exercise to help them apply the learning acquired from the course when they return to their respective workstations.

This program is specifically crafted for local government representatives, community leaders, members of civil society organizations, staff from international entities, and UN agency personnel engaged in disaster risk reduction (DRR) and climate change adaptation (CCA).
