Online Phase: July 10-14, 2023 and Face to Face Phase: July 17-21, 2023

SHORT COURSE INTRODUCTION

This course takes off from the past 27 batches of the Community-based Disaster Risk Reduction Course. The two-week course is based on the premise that all disasters are local. This means that it is the local level that bears the brunt of the impacts of disasters. To support localization, better disaster prevention, response and recovery measures must be undertaken to protect communities from disaster impacts and protect institutional and organizational investments in communities.


The course provides participants with the knowledge and skills to develop and empower communities to better prepare for preventing, responding and recovering from disasters. Participants in this course will work on a scenario-based exercise, which will help them to apply the learning when they return to their respective workstations.

COURSE CONTENTS

Module 1: Introduction to Localizing Disaster Risk Reduction for Anticipatory Action

This module aims to orient participants about the disaster related basic concepts and terminologies, disaster risk trends, climate change and disaster, early warning system, major global/regional frameworks, approaches, tools, and methods for disaster risk reduction and climate change adaptation. It also provides a linkage between disaster resilience and DRM. Broader understanding of the nature of communities and area-based approach to building resilience shall be covered.


Module 2: Climate Inclusive Participatory Community Disaster Risk Assessment

This module provides the participants with participatory tools for conducting community disaster risk assessment. How the results of risk assessments are used for risk prioritization for risk-informed decision-making shall likewise be covered. The conceptual and theoretical aspect of the subject shall be covered online while the practical part will be done face-to-face through practicum and field visit.


Module 3: Participatory Community Resilience

The participatory processes involved in DRR planning at the community level shall be introduced to the participants. Stakeholders analysis as input for community resilience partnership planning and implementation shall likewise be covered. Monitoring and Evaluation shall be touched to ensure that plans are developed and implemented accordingly thereby achieving the desired outcomes.


Module 4: Climate Inclusive Community Based Disaster Risk Reduction

In this module, key terms in DRR will be covered in details: Preparedness, Prevention, Mitigation. Community resilience and climate change adaptation shall be discussed and linked to the three DRR processes. As part of preparedness, early warning system and preparedness for response and recovery are presented while different disaster mitigation measures are enumerated in course of discussing Mitigation. Sessions on risk communication and public awareness will likewise be included to help ensure risks are effectively communicated, understood and acted upon.


Module 5: Enabling Environments for Community Resilience

This module involves different approaches on how community resilience can thrive. Among the subjects that will covered are: i) Sustainable Community-based Livelihood; ii) Gender Considerations in community resilience; iii) Advocating and Generating Support for community resilience; and iv) Risk Financing and Resource Generation and Mobilization. One of the highlights of the module is field visit and immersion for the participants to have firsthand and actual learning experience related to the subjects covered.


Module 6: Future Knowledge Application

In this module, all participants will undergo and work on a scenario-based exercise which will help them apply the learning acquired from the course when they return to their respective workstations.

COURSE METHODOLOGY

Various trainee-centered learning methods shall be used:


• Participatory lectures and discussions
• Case studies
• Simulation exercises
• Group work and presentations
• Field and Institutional visits


The principle of adult learning shall be applied throughout the duration of the course and modules will be delivered in English.

TARGET PARTICIPANTS

The course is open for participants from various sectors including local government departments, NGOs, INGOs, UN agencies, IFRC, national emergency response agencies and the private sector. Participants engaged in developing and implementing programs at the community level are strongly encouraged to participate. Participants from policy and senior management levels are welcome if they are keen to learn how CBDRR is operationalized to be able to effectively support efforts.

$1,600 (without accommodation)

$1,900 (with accommodation)

Fees are inclusive of course materials (soft copy), cost of instructions and course certificate. For face-to-face training, fee is inclusive of morning and afternoon snacks and lunch during the course.
