COURSE OVERVIEW


Monitoring and Evaluation (M&E) is an essential management process and tool. It allows project and program managers to track progress and capture the results and value-added of projects and programs. In other words, it helps an organization, including managers, verify whether the objectives and intended outcomes are being achieved, whether project activities are happening as planned and whether resources are being used in a correct and efficient manner.

The Sendai Framework Monitor under the Sendai Framework for Disaster Risk Reduction (SFDRR) (2015-2030) functions as a management tool to help countries develop disaster risk reduction strategies, make risk-informed policy decisions and allocate resources to prevent new disaster risks. This monitoring framework consists of 38 indicators which are used to track the progress in the implementation of seven global targets of the SFDRR. As a result, countries also need to track or monitor the progress of the implementation of SFDRR at national and sub-national levels.

In the context of Disaster Risk Reduction (DRR), M&E enables disaster management professionals to assess the progress and outcomes of the implementation of specific risk reduction measures and also for evaluating the risk reduction outcomes for other types of development and humanitarian assistance programs.

The course aims to enhance the knowledge and skills of participants on M&E in DRR, particularly in the design of monitoring systems and evaluation frameworks and processes in order to effectively manage results and learnings of DRR programs and projects.

COURSE OBJECTIVES

At the end of this the five-day course, the participants must be able to:

  • Explain basic DRR concepts and frameworks
  • Describe the process for designing an M&E framework and system for disaster related programs & projects
  • Explain M&E in project cycle and process to develop M&E into DRM project cycle management
  • Share knowledge and experience amongst different agencies and partners in the region who conduct M&E in DRR


COURSE CONTENTS


In order to achieve the objectives, the course will have the following modules:

Module: Overview of DRR concepts and Needs for M&E

This module orients participants about the disaster related basic concepts and terminologies, disaster risk trends, climate change and disaster, major frameworks, approaches, tools, and methods for disaster risk reduction and climate change adaptation. It also discusses the needs for M&E in DRR.

Module: Global and Regional M&E Frameworks for DRR

This module orients participants about the global M&E frameworks for DRR, including global and custom targets and indicators, as well as input, output and outcome level targets and indicators.

Module: M&E Concepts, Frameworks, Approaches and Methods

This module familiarizes participants with the M&E framework concepts, indicators, targets, basic processes and procedures in designing workable M&E mechanism.

Module: Developing M&E process in DRR

This module discusses M&E in project cycle and procedure to develop M&E in DRM project cycle management. It will also familiarize participants with risk and resilience indicators, underlying risk drivers indicators, disaster risk management policy indicators, dater losses and damage indicators, etc.

Module: Good Practices of M&E in DRR

This module shares initiatives and good practices in M&E for DRR that are sustainable and replicable to other areas and countries.

METHODOLOGIES

Various trainee-centered methodologies shall be employed:

  • Participatory lectures and discussions
  • Presentations
  • Role-plays
  • Group exercises
  • Field visit


The course shall be conducted in English.

TARGET PARTICIPANTS

The course is tailored for participants from aid agencies, donor governments, UN agencies, INGOs, NGOs, consultancies and academia. The participants who will benefit the most from this course are senior and middle level managers, monitoring & evaluation officers and policy makers who implement and/or monitor programs in DRR.

Due to limited slots for this course, interested parties must register on or before August 5, 2019 while payment must be made by August 19, 2019.

COURSE FEE

Investment for the course is USD1,675. This is inclusive of cost of instruction; morning and afternoon snacks and training kits which include e-tablets that the participants can keep after the course. Special discount rates and packages may apply:

  • 10% discount for women participants
  • 10% discount for self-paying participants (over and above the 10% discount for women)
  • 10% discount for each participant sent by an organization (minimum of three participants)


PAYMENT

If you are selected to attend the course, the payment should be transferred to ADPC's account through a bank transfer at least one month before course commence. Otherwise, your participation will be cancelled. Please note that personal checks are not accepted as a form of payment.

CANCELLATION

If you are unable to attend, a substitute applicant is welcome to attend in your place, provided the participation criteria described above have been met.

Cancellation of attendance should be notified at least three weeks prior to course commencement; in which case, 15 percent of the course fee will be deducted for banking charges and administrative costs. No refunds are available for cancellation within three weeks prior to course commencement.
