The project is a capacity development initiative for DRR. The Consortium will adopt an holistic approach to capacity development looking at the three main components of the process: 1) individual and 2) organizational, taking into account the fact that people and organizations are in constant interaction with elements of their context, and 3) the enabling environment, which influences the behavior of organizations and individuals creating incentives. CIMA and ADPC will address DLD collection system with an approach that will include:

a) Improving procedures and demonstrating added value of DLD collection system (enabling factors).

b) Adopt homogenous methodologies and clarify roles and responsibilities on DLD collection (organizational).
