Indonesia is highly prone to natural as well as manmade disaster risks and PMI has been at the forefront in emergency response recognizing the need for the Disaster Risk reduction (DRR). Community based approach is a method that PMI uses in promoting Disaster Preparedness at the same time allowing the local population to be empowered in DRR.

 

For communities in developing countries there is an urgent need to adapt to Climate Change to reduce risks. Climate Change (CC) is happening and is a painful reality for local communities especially in coastal areas. The effect of Climate Change varies between regions and in Jakarta it is evident with floods becoming worse. Most vulnerable to hazards and risk in Jakarta are the poorer communities living in slums areas.  Vast urban development against a low-economy dense population (nearly 10 Million) and high environmental pollution make it difficult for communities to cope. This year the regular rainy season flooding caused 300,000 people to be Internally Displaced. The change in weather patterns, a rise in water levels and temperature also comes with increase in tropical diseases like Malaria, Dengue and Diarrhea.

In August 2005 PMI began partnership with GRC, IFRC Climate Centre, and Netherlands Red Cross (NLRC), Dutch Rabobank Foundation and Achmea. Climate Change adaptation is the focus for the Integrated Community Based Risk Reduction (ICBRR) project in two branches and highest flood prone areas in West and East Jakarta, targeting an estimate of more than 121.000 vulnerable citizens.

 

Project Objectives

Through PMI’s program in enhancing the capacity of communities prone to disaster risk in chosen areas GRC provides the support of funding, Human Resource Development and coaching.

The project mainly involves:

· Building capacity of PMI Head quarters, branches and the target communities; Vulnerability Assessments, training of Disaster Response Units (SATGANA) as well as Community Based Action Team (SIBAT), team building, equipment, simulations and working with other relief agencies

· Use of cultural standards,

· And history of the local community of DRR

· Promoting communication and interaction between PMI, local authorities, the media as well as the local population and other NGOs

· Promotion of a micro-credit scheme

 

Progress

Since the recent signing of the Memorandum of Understanding (MoU) in April 2007 between PMI and relevant international stakeholders, the ICBRR/CC program is now underway.

PMI branches have finished Household Vulnerability and Capacity Assessments (HVCA) on the risks that the project area and its community is dealing with, researching what needs and root causes to be addressed, and a project management cycle plan on how to address them along with the community.

90 people from the communities in East and West Jakarta, as well as PMI volunteers have been trained as SATGANA teams. They were also introduced to Climate Change, both as a global issue and its impact for communities in Indonesia.

Action Research in the field on resilience building and communication capturing lessons learned from the last floods. The goal is assessing the needs and communication behavior of PMI volunteers, the target communities and local authorities. First findings from GRC's research were presented to the SATGANA teams: First Aid courses, community-based waste management, composting, cooking training for field kitchen and swimming classes for woman, education on energy consumption, video production on environmental protection, building of life saving rafts and exchange visits to areas and NGOs in poor and disaster risk in Jakarta, who have successfully implemented similar programs, are planned activities for 2008. A main objective is to promote and document participatory learning methods on how to reduce vulnerabilities, adapt to climate change and to build collective response capacities to disaster.

 

Networking on Urban Disaster Risk Reduction (DRR) and Advocacy

German Red Cross expands its cooperation on knowledge building on DRR to Indonesian and European Universities, which are active in urban disaster research in Mega Cities. Together with the International Federation of Red Cross and Red Crescent Societies (IFRC) and Palang Merah Indonesia (PMI) GRC supports the functioning of a national Disaster Risk Reduction Forum in the context of ISDR and the Hyogo Framework in Indonesia. GRC shares information regularly with UN-OCHA and EU-ECHO offices plus the German Embassy in Jakarta on DRR and disaster relief.

German Red Cross cooperates with the German Society for Technical Cooperation (GTZ), the biggest partner in official Indonesian – German development cooperation. GTZ supports Disaster Preparedness and Good Local Governance in Aceh Province, Central Java and Nusa Tenggara plus Early Disaster Warning systems in Central Java, Bali, West-Sumatra and at national level.
