Dear Readers, 

ADPC will partner the 2nd Asian Ministerial Conference on Disaster Risk Reduction from 7-8 November 2007 in New Delhi, organized by the Ministry of Home Affairs of the Government of India. The proposed theme of the conference is ‘Development without Disasters’, one of the goals of which is to review the implementation of the Hyogo Priorities of Action in Asia in the context of various initiatives taken by national, regional and international bodies and governments during the past two years. Specifically, the objectives are to review the action taken by the national governments and other stakeholders for the implementation of the Hyogo Framework for Action; take stock of initiatives taken in various sub-regions of Asia for promoting and enhancing cooperation among the nations within and outside the governments for disaster risk reduction; share and exchange best practices and lessons learned from disaster risk reduction in various fields including application of science and technology, community based disaster preparedness, public-private partnership etc; discuss the new international initiatives such as Global Platform and Global Facility for Disaster Risk Reduction; and develop a vision and roadmap for disaster risk reduction in Asia. 

ADPC and the Mekong River Commission (MRC) is jointly organizing the Regional Workshop on Innovative Approaches to Flood Risk Reduction in the Mekong Basin, as one of the key activities under Component 4 of the FMMP, with funding support for Die Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) GmbH and the European Commission Humanitarian Office. The Workshop provides an opportunity for the disaster risk reduction practitioners in the Mekong countries and the wider region to share experiences and lessons learned, identify emerging trends, issues and strategies and develop partnerships to promote flood risk reduction. The Workshop will have participants from the national and local level planning and development agencies to enhance opportunities to integrate flood risk reduction approaches into the development process at different levels of the Mekong Basin countries.

Asian-Pacific Regional Workshop on School Education and Disaster Risk Reduction

First meeting of ECO Heads of Meteorological Organizations, 3-5 Sep, Iran

ADPC participated in the first meeting of the heads of meteorological organizations in Economic Cooperation Organization (ECO) member states in Mashhad, Iran. The meeting was convened to discuss and agree on the details of the cooperative agreement among ECO member states on the establishment of the ECO Regional Center for Risk Management. The meeting also served as a platform for sharing country reports on national drought monitoring and early warning. Nine countries from Central and West Asia as well as international organizations namely, the Food and Agriculture Organization of the United Nations (FAO), Islamic Development Bank (IDB), United Nations Development Program (UNDP), World Meteorological Organization (WMO), and UN International Strategy for Disaster Reduction (ISDR) participated in the meeting. It was hosted by the Islamic Republic of Iran Meteorological Organization (IRIMO). ADPC’s participation was supported by UNDP Iran under the Strengthening Capacities for Disaster Risk Management in Iran, a joint program between UNDP and the Iranian Government from 2005 to 2009.

Capacity building for planning and implementation of Flood Preparedness Programs at Provincial and District levels in the Lower Mekong Basin (Phase III), Jan 2007-Apr 2008, Cambodia, Lao PDR, Vietnam

Cambodia

  • Provincial Committees for Disaster Management (PCDM) will assist District Committees for Disaster Management (DCDMs) to develop Flood Preparedness Program (FPP) in Kien Svay District and one district in Prey Veng from 10 Sep-10 Oct 2007.

  • Conduct resource inventory in Lvea Em, Leuk Dek, Peam Cho & Sithor Kandal from 10 Sep-10 Oct 2007.

  • Undertake further public awareness for the general public to villagers by Commune Committees for Disaster Management (CCDM) in Lvea Em, Leuk Dek on 10 Sep 2007.

  • Develop brochure on the impacts of flood on Women Headed Households (WHHs) based on results of provincial workshops.

  • Implementation of awareness raising to WHHs in Leuk Dek from 12-14 Sep 2007.

  • Undertake improvement of facilities at the safe areas-through a collaboration between ADPC-NCDM-CRC in Lvea Em, Leuk Dek, Peam Cho & Sithor Kandal from 13 Sep-10 Oct 2007.

  • Conduct  one day meeting with other remaining CCDMs in targeted districts to share experience and brainstorm for replicating the CBFM orientation session in remaining CCDMs in Lvea Em, Leuk Dek, Peam Cho & Sithor Kandal on 13 Sep 2007.

  • Completed development of the Flood Preparedness Program (FPP) for the Kratie Province as well as all the four flood prone districts such as Kratie, Sambour, Chulluong and Prek Presab. On 14 September 2007, the Kratie PCDM will organize a one day workshop to summarize the process followed in FPP planning initiatives in Kratie Province and the four districts,  presentation of the final outline of the FPP and its priority activities, discussion on how the priority activities are linked with the current development process of the province and what further needs to be done to fully integrate it into the commune development process, and to finalize a Model Provincial Partnership Strategy on “Integration of FPP into the Development Process". The FPP will also be launched by NCDM. Participants include the Provincial Governor and/or Provincial Vice Governor; 4 District Governor; all Kratie PCDM members; 5 DCDM members from 4 Districts; 10 selected members of the PFT/DFT; and the representatives from OXFAM, KWWA, PFD, OXFAM Australia, Red Cross, Action Aid. The event was also proposed for Monitoring and Evaluation by ECHO and MRC.

  • Development of a specific program to meet the needs of WHHs. The program can be presented for inclusion at the district integration workshop (CDP) in Lvea Em, Leuk Dek, Peam Cho & Sithor Kandal from 16-25 Sep 2007.

Lao PDR, 18-27 Sep 2007

  • The project team (ADPC, NDMO, and LNMC) will visit Khammouane Province and Nong Bok District in Lao PDR to provide support to the Khammouane Provincial Disaster Management Committee (PDMC) and Nong Bok District Disaster Management Committee (DDMC) in preparing the Flood Preparedness Program (FPP) for Khammouane and Nong Bok. The ECHO III project team will conduct a one-day FPP Planning Workshop in Nong Bok district, Khammouane province, Lao PDR. The event was proposed for Monitoring and Evaluation by ECHO and MRC.

Vietnam, 29 Sep 2007

The project team will conduct a one-day Training of Trainers (ToT) in Tien Giang province by 1 trainer from DMC, Hanoi and 1 trainer from VNRC as a local trainer. The participants are 20 District representatives from Government officials, partner NGO officials, teachers, and others. This activity will lead to planning of the orientation session for the CCFSC members of selected communes.
Study tour for senior health officials from the Democratic People’s Republic of Korea (DPRK), 18 Sep-12 Oct, Bangkok, Thailand
ADPC will host a study tour for four senior health officials from the Democratic People's Republic of Korea (DPRK). The study tour has been arranged in collaboration with the World Health Organization (WHO) Country Offices in Thailand and DPRK. The health officials will receive training to strengthen health emergency preparedness and response planning in DPRK.

Workshop on issuing, receiving, and utilizing Tsunami watches in the Indian Ocean, 4-6 Sep,  Jakarta, Indonesia

ADPC participated in the Working Group 5 workshop on “Issuing, Receiving, and Utilizing Tsunami Watches in the Indian Ocean - Now and the Future” convened by the Intergovernmental Oceanographic Commission/Indian Ocean Tsunami Warning System (ICG-IOTWS) Secretariat and hosted by the State Ministry of Research and Technology of Indonesia. The workshop was convened to review national capabilities to receive and respond to tsunami warnings and to evaluate interim service performance and capabilities in providing tsunami warning, among other topics. ADPC has been mandated to facilitate the regional early warning arrangement for tsunamis and other hazards and to serve as a regional tsunami watch provider by the early warning national focal points of Bangladesh, Cambodia, China, Lao PDR, Maldives, Myanmar, Philippines, Sri Lanka, Thailand, and Vietnam.

Regional training and capacity building workshop on GIS-Based Hazard Risk Information Systems, 10-13 Sep, Bangkok, Thailand

ADPC is organizing a “Regional Training and Capacity Building Workshop on GIS-Based Hazard Risk Information Systems” in order to introduce the ESRI ArcIMS software and the US Indian Ocean Tsunami Warning System (IOTWS) Hazard Analysis Tool, which was developed by the US National Oceanic and Atmospheric Administration (NOAA) under the IOTWS program. The training is sponsored by NOAA Pacific Services Center.

International Training Consortium on Disaster Risk Reduction (ITC-DDR) and International Seminar on "Building Capacity for Disaster Risk Reduction (ISCBDRR), 17-19 Sep, Makassar, South Sulawesi, Indonesia

ADPC will participate in the Launching Ceremony of the International Training Consortium on Disaster Risk Reduction (ITC-DRR) and in the International Seminar on "Building Capacity for Disaster Risk Reduction" (ISCBDRR), organized by the Ministry of Health (MOH) of the Republic of Indonesia, with the support of the World Health Organization (WHO) and JICWELS. The event will take place in the premises of Hasanudin University in Makassar, South Sulawesi, Indonesia and expects to convene more than 150 participants from the Health area, both national and international, and also representatives from IFRC, ICRC, UNOCHA, UNDP,  the World Association of Disaster Medicine (WADEM), WHO Regional Office, WHO Country Office, Indonesian University Society (IUS), NGOs and others.

Incident Command System (ICS) for Disaster Management workshop, 17-21 Sep, Pathumthani, Thailand

Under the US Indian Ocean Tsunami Warning System (IOTWS), ADPC is co-organizing a national Incident Command System (ICS) workshop with the Department for Disaster Prevention and Mitigation (DDPM) of Thailand. The workshop will introduce key concepts, principles, and features of ICS, an emergency management system, and elaborate the roles and responsibilities of each participating agency. A total of twenty-five participants from DDPM, Red Cross and other emergency management agencies of Thailand, and representatives from the National Disaster Management Center of Maldives will participate in the workshop.

PROMISE Regional course on Governance and Disaster Risk Reduction, 17-21 Sep, Bangkok, Thailand

The Program for Hydro-Meteorological Disaster Mitigation in Secondary Cities in Asia (PROMISE) will have the second regional course on Governance and Disaster Risk Reduction in Bangkok.  This international course is designed to develop local government professionals sensitive to issues presented by recurrent hydro-meteorological hazards.  The course will cover such topics as urban governance, risk management, vulnerability reduction, and mainstreaming risk reduction as a component of governance.

There are five country partners and five demonstration cities in this program: Aga Khan Planning and Building Services, Pakistan (AKPBS,P) with Hyderabad City Government in Pakistan; Bangladesh Disaster Preparedness Center (BDPC) with Chittagong City Corporation in Bangladesh; Sarvodaya Shramadana Movement (Sarvodaya) with the Kalutara Municipal Council in Sri Lanka; Center for International Studies and Cooperation (CECI) with Da Nang City Government in Vietnam; and Center for Disaster Preparedness (CDP) with Dagupan City Government in the Philippines.  Other participants come from organizations that are targeted to adopt the courses developed in this regional course for integration into their existing training programs on local governance.  PROMISE is funded and supported by the US Agency for International Development - Office of Foreign Disaster Assistance (USAID-OFDA).

Participatory Risk Assessment, 1-3 Oct, Sihanoukville Province, Cambodia

Under the Enhancing Community Resilience to Natural Disasters in Southeast Asia (ECR-SEA) project, ADPC in collaboration with Cambodian Red Cross (CRC) will organize a three-day refresher training on Participatory Risk Assessment (PRA) for the Local Working Group members for one of the ECR- SEA project sites in Cambodia. This training will enhance their skills by carrying out PRA in one pilot site and by developing an action plan for carrying out PRA in other pilot sites. It is a follow up to the previous training on Community-Based Disaster Risk (CBDRM) organized in August 2007. ECR-SEA project is funded by the Danish International Development Agency (DANIDA).

Regional course on Flood Disaster Risk Management, 8-19 Oct, Bangkok, Thailand

ADPC will hold a course on Flood Disaster Risk Management in Bangkok.  The course is an integrated approach to the development of flood risk reduction strategies that involve engineering, settlement, development, public administration, community-based strategies and land use planning with environmental consideration.  The course intends to impart the information and skills in flood problem analysis, understanding and appreciation of the various approaches to flood risk reduction, determination of appropriateness of the strategies and/or measures to achieve the desired goal of flood risk/damage reduction.

Emergency Preparedness and Response Course (HEPR-5), 15-19 Oct, Bangkok, Thailand

The HEPR is a five-day course which is designed to assist health personnel, both administrative and medical, to prepare health care facilities and personnel to respond effectively to internal or community emergencies that involve large numbers of casualties. The course will enable course participants to develop well designed facility-specific plans to respond to emergencies.
Upon completion of the course, the participants will be able to:

The course will enable course participants to develop well designed facility-specific plans to respond to emergencies. Upon completion of the course, the participants will be able to:

  • Describe the role of health care facilities in disaster management

  • Apply a method of assessing components of a health care facility.

  • Simulate a mass casualty incident addressing the roles and responsibilities of eachcomponent of Hospital Emergency Incident Command System (HEICS).

  • Discuss the basic medical requirements of managing mass casualty incidents.

  • Apply on-site medical care concepts to specific emergency situations.

  • Prepare an outline of a health care facility disaster preparedness plan including  response and recovery.

National training course on Landslide Risk Management, 17-19 Oct, Baguio City, Philippines

The program for the Regional Enhancement of Capacity for Landslide Impact Mitigation (RECLAIM II) will have a national training course on Landslide Risk Management in Baguio City, Philippines.  The course aims to develop capability and resilience of communities at risk from landslides by promoting local awareness, training, and the introduction of effective alternative, low-cost and indigenous measures for monitoring and mitigating landslides.  It is organized by the University of the Philippines in cooperation with ADPC, the Norwegian Geotechnical Institute (NGI), and St. Louis University.  Experts from the academia, government agencies, industry and NGOs, as well as scientists from the Norwegian Geotechnical Institute will deliver presentations on several topics, including: nature/characteristics of landslide risk in the Philippines; landslide precursors and early warning systems; land use planning as a non-structural mitigation measure; and community-based landslide risk management practices. 

Priority Implementation Project under the RCC MDRD Program on Mainstreaming Disaster Risk Reduction into the Education Sector in Cambodia, Lao PDR and Philippines, Jan 2007-Apr 2008, Cambodia, Lao PDR, Philippines

Training of Trainers (TOT) in Cambodia, 20-22 Sep

To conduct teacher’s training from selected schools that would carry out pilot test of the newly developed draft Disaster Risk Reduction (DRR) curriculum in pilot schools. Approximately 30 persons will be participating in the training. The participants are school teachers and principals from pilot schools, provincial education officer, district education officer, school directors and staff from Pedagogical department.

Training of Trainers (TOT) in Lao PDR, 25–27 Sep

Scheduled to be conducted in Bodhikhamseng province. Approximately 21 people would be trained.  These include school teachers and principals from pilot schools, provincial education officer, district education officer, school directors and staff from Pedagogical department, and trainers from teacher’s training institute.

Asia-Pacific Regional Workshop on School Education and Disaster Risk Reduction, 8–10 Oct

To participate in Asia-Pacific Regional Workshop on School Education and Disaster Risk Reduction organized by UNISDR, UNESCO, UNICEF,UNCRD, ADPC and IFRC in Bangkok. To present DRR module development into secondary curriculum under the project activity.
