ADPC’s Deputy Executive
Director, Dr. Luis Jorge Perez-Calderon
participated in the
World Congress on Disaster and Emergency
Medicine from
11-17 May in Amsterdam,
Netherlands .
The congress was organized by World
Association of Disaster and Emergency
Medicine “WADEM”, which was attended by
over 950 participants. WADEM is the most
important Disaster and Emergency
Medicine Association constituted by
academicians of the most important
universities and colleges in the
health-related sciences globally,
besides relevant UN Agencies, such as
WHO, UNICEF, UNOCHA, UNHCR, and
important institutions such as the IFRC,
ICRC and relevant NGO’s, such as MSF,
OXFAM, Save the Children and many
others.
He participated in
several plenary meetings and as a
panelist in the workshops on
"Partnerships", “Safe and Resilient
Hospitals” and in the “Lessons Learned
from the Tsunami 2004”, coordinated by
WHO. He also held parallel meetings with
the World Association of Disaster and
Emergency Medicine, UN Agencies,
Academia, participating Donor agencies,
and selected participants to inform them
on the various activities that ADPC
carry out, not only in the Health area,
but also in Early Warning, Disaster Risk
Management and other areas.
A high level delegation
from ADPC participated at the Global
Platform on Disaster Risk Reduction from
the 5-7 June held in Geneva. The global
forum brought together all parties
involved in disaster risk reduction,
namely Governments, United Nations
agencies, international financial
institutions, regional bodies, civil
society, the private sector, and the
scientific and academic communities to
raise awareness on reducing disaster
risk, increase the profile of disaster
risk reduction as part of development
and climate change adaptation with a
multi-stakeholder undertaking with
Governments' playing a central role; and
additionally, share experiences and good
practices.
ADPC attended the HFA
consultation for Asia & the Pacific and
made presentation together with ISDR and
ADRC on Baseline Status Report on DRR in
Asia and Pacific, on major progresses
and challenges in achieving HFA
objectives and mainstreaming DRR into
development in the Asia & Pacific
region.
ADPC attended one of the
side events, "Reducing Disaster
Risk and Building Resilience to
Disasters in cities” organized by the
Global Forum for Urban Risk. Other side
events that ADPC actively participated
were the Hyogo HARDTalk, the
International Recovery Platform Side
Event - a Global Catalyst for Better
Recovery and
Capacity for Disaster
Reduction Initiative (CADRI) Workshop.

Training Course on Disaster Management

ADPC’s regional three-weeks
training course on Disaster Management
concluded
on the 1
June. The course provided comprehensive
disaster management knowledge and skills,
enhanced capabilities and capacities of
disaster practitioners who are in key
disaster management responsibilities.
22 participants from 13 different countries
namely Afghanistan,
Bangladesh, Bhutan, India, Indonesia, Iran,
Malaysia, Maldives, Qatar, Singapore, Sri
Lanka, Tajikistan, Thailand, Vietnam
completed the course successfully.
The course involved active
participation during interactive lectures
and reflections on a range of key issues
raised during discussions and practical
activities.
Strengthening the capacities of
community based flood management, Jun-Jul,
Cambodia
As part of the Flood
Emergency Management Strengthening (FEMS)
activities, ADPC conducted two preparatory
meetings with Provincial Committee for
Disaster Management (PCDM), District
Committee for Disaster Management (DCDM),
Commune Committee for Disaster Management (CCDM),
PCC to discus and present the
implementation plan in June. This activity
will be followed by a meeting for reviewing
Community-based Flood Management (CBFM)
training materials for the CBFM orientation
session. All the activities will be
facilitated in Srer Khmer. The CBFM
orientation sessions will be conducted in
four piloting communes-one commune in each
targeted district-altogether four communes
in four districts under Flood Emergency
Management Strengthening (FEMS) in
June-July.
Raising the awareness of
female-headed household in flood risk reduction,
Jun-Jul, Cambodia
As part of the Flood
Emergency Management Strengthening (FEMS)
activities, ADPC conducted two preparatory
meetings with PCDM, CCDM,
PDoWA, Department of Woman Affairs , commune focal points to
present and discus implementation plan,
facilitated by PCC. This activity will be
followed by facilitating commune focal
points, Department of Woman Affairs, PDoWA, DCDM, PCDM to develop
plan for further dissemination to
Woman Headed Households on flood risk reduction
measures, household safety measures.
Installation of flood mark and
billboards in 9 villages of two communes in
Sithor Kandal of Prey Veng province, then
conduction orientation training for flood mark
operators, Jun, Cambodia
As part of the Flood
Emergency Management Strengthening (FEMS)
activities, ADPC will be installing flood
marks in nine villages in Sithor Kandal in
June, by Department of Hydrological and
River Work technical team. Training will
also be conducted on how to read and record
flood water from flood mark and maintain the
flood mark to CCDM and village authority.
The activity is going to take place after
the flood marks have been installed in late
June, by
Department of Hydrological and River Work .
Flood Preparedness Program (FPP)
revision, Jun-Jul, Cambodia
As part of the Flood
Emergency Management Strengthening (FEMS)
activities, ADPC will be revising the FPP in
June-July.
CBFM
orientation session in An Giang and Dong Thap,
Jun-Jul, Vietnam
Under ADPC’s Flood Emergency
Management Strengthening (FEMS) project in
Vietnam, two CBFM training have been
organized for staff at district level. These
CBFM orientation sessions will be conducted
in June-July in Tan Hong and Tan Chau
district, Vietnam.
Teacher Information Kit: Safety
Flood School Program, Jun-Jul, Vietnam
Under ADPC’s Flood Emergency
Management Strengthening (FEMS) project, as
part of the public awareness raising
activities, teacher's information will be
collected and disseminated to teachers in
the target districts to help them orient
their students. VCD on preventing children
from accident during flood season collected
from committee for population, family and
children will be included in the kit. These
planned activities are in June-July 2007.

Under ADPC’s Flood Emergency
Management Strengthening (FEMS) project,
billboards on teaching children to swim and
strengthening houses before flood season
will be installed in Tan Hong and Tan Chau
districts (5 billboards in each district),
in June-July 2007.
On-site mottos and Household
Safety Measures (HHSM) poster, Jun, Vietnam
Under ADPC’s Flood Emergency
Management Strengthening (FEMS) project,
on-site mottos on men on-site, force
on-site, material on-site and logistic
on-site will be made. These posters will be
used to enhance knowledge for local staff in
disaster preparedness and confrontation. The
household safety measures are to guide
community during and after flood. These
posters will be disseminated to communities
in target districts.
Advocating CBDRM into Government
policy and programming in Vietnam, 4-9 Jun
To support local and
international NGOs in providing assistance
to the national government of Vietnam in
establishing an effective system of
integrating Community Based Disaster Risk
Management (CBDRM) into development
planning, ADPC with funding support from
DIPECHO will conduct two sets of training
courses entitled, “Advocacy for CBDRM:
Integrating CBDRM into Government Policy and
Programming” on 4-6 Jun and 7-9 Jun in Hue
and Hanoi respectively.
One major training output is
the formulation of an strategic advocacy
plan which includes the identification of
possible champions on CBDRM within the
existing government system and other
stakeholders such as the NGOs, private
sectors and the communities will mobilize to
take CBDRM to the top level of Disaster Risk
Reduction governance of the country and
linking the decision making to Disaster Risk
Management towards expected goals of the HFA
implementation.
Brainstorming session on
finalization of the Flood Preparedness Manual
and course content for the Khammouane provincial
training course, 12 Jun, Lao PDR
Under the MRC-ADPC-ECHO phase
III project “Support to Implementation of
Flood Preparedness Programs at Provincial,
District and Commune Levels in the Lower
Mekong Basin, ADPC will organize a
brainstorming session in Vientiane, Lao PDR,
to finalize the Lao version of the flood
preparedness manual for Khammouance
Province and Nong Bok district by experts
and to finalize the content of the four days
training course to be held on 26-29 Jun in
Khammoune Province.
Regional multi-hazard early
warning system:
ECR-SEA project mission, 12-22
Jun, Vietnam
ADPC will be on mission to
Thanh Hoa and Quang Tri provinces in Vietnam
for the project Enhancing Community
Resilience Against Disasters in Southeast
Asian (ECR-SEA). Activities during the
mission include constitution of local
working groups for project implementation at
provincial and commune levels; complete
profiling of pilot communes; and test the
application of Typhoon Tracking Map as a
tool for risk communication. The ECR-SEA
project is funded by the Danish Agency for
International Development (DANIDA). The
National Hydrometeorological Service of
Vietnam is the key implementing partner.
Cultural show in Tan Hong
district, DongThap, 13-23 Jun, Vietnam
Under ADPC’s Flood Emergency
Management Strengthening (FEMS) project,
cultural show on Flood Risk Reduction and
Preparedness will be performed in nine
communes and town in Tan Hong district to
enhance community knowledge on preparedness
during flood season.
Regional multi-hazard early
warning system:
National consultation meeting,
Jakarta, 14 Jun, Indonesia
ADPC, on behalf of the US
Indian Ocean Tsunami Warning Systems (IOTWS)
Program, will conduct a national
consultation meeting on policy and
institutional assessment for early warning
and disaster management in Jakarta in
partnership with the Indonesian Government.
The consultation meeting aims to share the
findings of the disaster risk management
policy and institutional assessment report
with national stakeholders, which was
conducted in Indonesia in late 2006. The
meeting will address the gaps in the
assessment in consultation with the
stakeholders. Assessments of disaster risk
management policy and institutional
frameworks in Indonesia, Sri Lanka, and
Thailand were conducted from July to October
2006. National assessment reports will be
finalized after the national consultation
meetings.
Project Progress Review (PPR), 15

ADPC’s Flood Emergency
Management Strengthening (FEMS) project
progress review are scheduled as follows:
Climate Risk Management: Climate
change adaptation targets (CCAT) project
initiation, 25 Jun-5 Jul, Mongolia
ADPC is launching a new
project entitled Climate Change Adaptation
Targets (CCAT) in Mongolia. The project aims
to explore the applicability of climate
change adaptation targets as a means to
mainstream climate change adaptation
measures into development planning. The two
project components are 1) assessment of
rural livelihood system’s current resilience
to climate-related risk and 2) formulation
of climate change adaptation targets. In
order to lay the groundwork for project
implementation, ADPC will be on mission to
Mongolia from 25 June-5 July 2007.
Activities during the mission include
discussion with national stakeholders, data
collection, and field work. The CCAT project
is undertaken within the framework of a
project carried out by ETC International
entitled “Netherlands Climate Assistance
Program,” which is executed on behalf of The
Netherlands Ministry of Foreign Affairs.
Regional multi-hazard early
warning system: Emergency response full scale
simulation exercise, 27 Jun, Sri Lanka
Under the US Indian Ocean
Tsunami Warning System (US IOTWS) Project,
ADPC and the US Forest Service will
facilitate an emergency response full-scale
simulation exercise in Galle District, Sri
Lanka. The exercise aims to identify
organizational capacity for disaster
response using Incident Command System. The
strengths and weaknesses of the current
system will be identified at the end of the
exercise.
4th ADPC Community-Based Disaster
Risk Management (CBDRM) Course review, 22-23
May, Thailand
A dialogue during the 4th
Community-Based Disaster Risk Management (CBDRM)
course review by experienced practitioners
from a range of regional and international
organizations and selected CBDRM course
alumni resulted in a revised curriculum
being drafted integrating the reviewer’s
inputs on new and emerging CBDRM concepts,
models, framework, tools, focus, experiences
and best practices. The final curriculum
with the enhanced modules will be integrated
and adapted into succeeding ADPC CBDRM
courses and activities.
Orientation workshop on flood
safety measure for school teachers, Jun-Jul,
Cambodia
As part of the Flood
Emergency Management Strengthening (FEMS),
ADPC is conducting two preparatory meetings
with PCDM, DCDM, PDoEYS, DDoEYS, commune
focal points-one in Kandal and one in Prey
Veng in June. This activity is followed by
two orientation sessions for school
teachers-one school in Lvea Em district and
one school in Peam Chor district. The
sessions will be facilitated by schools
principals and technical officers. Further
dissemination sessions on flood risk
reduction to school teachers and students in
two selected schools-one school in Lvea Em
and one school in Peam Chor district by:
including
flood safety measures in school
curriculums
having
special sessions at the morning assembly
keeping
reference books at library
Disseminating through IEC materials.
The activities are going to
be taken place in June-July.
Indonesia Disaster Management
workshop (DMW), 6-8 Jun, Indonesia
ADPC will participate in the
Indonesia Disaster Management Workshop (DMW)
that is hosted by BAKORNAS PB in conjunction
with the Center of Excellence in Disaster
Management and Humanitarian Assistance (COE)
with the support of the United Nations
through the UN Technical Working Group (UNTWG).
In line with the project
Partnerships for Disaster Reduction
Southeast Asia Phase IV (PDRSEA4), ADPC will
provide a presentation on 6 June discussing
Community-based Risk Reduction (CBDRR) in
Asia as part of the academic sessions on
International/Regional Disaster Management &
Risk Reduction. This activity will deepen
the efforts of ADPC in CBDRR and strengthen
our advocacy for integrating CBDRR into
local planning and programming by enhancing
the leadership role national governments.
ADPC conducts
CBDRM courses, 11-15 Jun, Tajikistan
ADPC is
conducting a CBDRM course for the Center of
Competence for Disaster Reduction (CCDR)
with funding from Swiss Agency for
Development and Cooperation (SDC). The
target group are DRM practitioners, managers
of non-DRM development programs and
governmental officials.
ADPC will be facilitating a course on CBDRM
for Oxfam Sri Lanka from 25-29 June in
Colombo Sri Lanka with funding support from
Oxfam GB.
The objectives of the courses are to provide
an opportunity for practitioners to learn
essential skills and knowledge in community
based disaster risk management and to
address implementation challenges in a
systematic manner. The course will highlight
integrating DRR tools into development
projects and on other cross cutting issues.
Earthquake Vulnerability
Reduction Course, 17-20 Jun, Bangladesh
ADPC in collaboration with
CARE Bangladesh will be organizing a course
on Earthquake Vulnerability Reduction for
engineers working in different cities and
municipalities of Bangladesh. The objective
of the course is to enhance the
participants' awareness of earthquake
vulnerability and their role in promoting
its reduction. This is under the
Strengthening Household Abilities to
Responding to Development Opportunities (SHOUHARDO)
project of CARE Bangladesh, wherein ADPC is
providing technical assistance.
Climate Risk Management: Training
of Climate Field School facilitators, 18-22 Jun,
Philippines
Under the Climate Forecast
Applications (CFA) for Disaster Mitigation
Program, training for Climate
Field School facilitators will be conducted
in Dumangas unicipality, Iloilo Province,
Philippines. Target participants are
agricultural extension officers and workers
who will serve as facilitators of the
Climate Field School (CFS) implementation in
Dumangas, Iloilo, one of the demonstration
sites for the CFA Program. The CFS aims to
enhance the capacity of extension workers
and farmers to understand and apply climate
information in order to reduce flood and
drought risks in agriculture. It is one of
the flagship projects under the CFA Program
and is a collaborative undertaking among the
Philippine Atmospheric Geophysical and
Astronomical Services Administration (PAGASA),
Provincial Government of Iloilo, Municipal
Government of Dumangas and ADPC, with
support of the Office of Foreign Disaster
Assistance of the United State Agency for
International Development (OFDA-USAID).
Public Health and Emergency
Management in Asia and the Pacific (PHEMAP- 7),
18-29 Jun ,
Thailand
ADPC’s inter-regional PHEMAP
course is specifically designed for people
who play critical health emergency
management and coordination roles in
managing the health risks of emergencies.
This course will familiarize health
emergency managers with policy-making, risk
management, emergency response and recovery
planning, international standards and
regional cooperation. They will be able to
adopt roles as a program manager and
operations coordinator by applying tools and
processes, such as capacity assessment and
development, information management,
incident management, and risk communications
to improve emergency health services that
include environment health, mass casualty
management, feeding and nutrition, emergency
medical systems, psychosocial support and
communicable disease control.
The PHEMAP program objectives
are
to enhance the knowledge,
skills and attitudes of health human
resources at national, sub-national and
community levels by offering a range of
training courses and capacity building
activities; to promote and facilitate
regional collaboration and national
coordination in health emergency management
through the development and implementation
of formal and informal networks and other
activities and to contribute to capacity
building in other regions and countries by
offering PHEMAP initiatives. The co llaborating
partners are
ADPC, WHO-WPRO, WHO-SEARO and
the Royal Government of Norway.
National Strategic Planning
Workshop, 20-22 Jun, Philippines
In collaboration with UNESCAP,
ADPC will facilitate a National Strategic
Planning Workshop in Manila as part of
ADPC’s commitment to strengthen and
institutionalize Community-Based Disaster
Risk Management (CBDRM) into national
government system. This event is one of the
essential activities of the project,
Partnerships for Disaster Reduction
Southeast Asia Phase IV (PDRSEA4) towards
drafting a
national strategic plan for
the Philippines to advocate ownership in
national programmes and local entities,
enhancing the capabilities of CBDRM
practitioners, and the expansion existing
partnerships. The main thrust of this
activity is to strengthen the role of NDMOs
on disaster risk reduction and promote the
adoption of CBDRM by multiple development
stakeholders.
Training program on planning and
implementation of flood preparedness program,
26-29 Jun, Lao PDR
Under the MRC-ADPC-ECHO phase

As part of ADPC’s Flood

the refresher orientation training for flood
marks operators will be conducted in Peam
Chor district of Prey Veng. The activity is
going to take place in June by
Department of Hydrological and River Work .
Community Basic Emergency
Response Course,
2-6 Jul, Pakistan
ADPC will hold a Community
Level Basic Emergency Response Course (C-BERC)
in Hyderabad, Pakistan. C-BERC is a training
program designed to enhance the capacity of
the community to respond to emergencies and
disasters. The program educates the
community to be aware of the different
hazards and trains them in lifesaving skills
so that they are better prepared to respond
to emergency situations in their
communities. The objective of C-BERC is to
provide citizens with the basic skills
required to handle virtually all their own
needs and then to be able to respond to the
needs of the community in the aftermath of a
disaster. The main subjects include:
managing utilities and putting out small
fires; basic medical aid, search-and-rescue,
and others. This course is an activity
under
Program for
Hydro-meteorological Disaster Mitigation
in Secondary Cities in Asia
(PROMISE) Pakistan.
ADPC successfully conducted
the C-BERC at the Sarvodaya Bandaragama
Training Center in Bandaragama, Sri Lanka
from 21-25 May. It was supported by
Sarvodaya Health Unit and was attended by 24
community members from Kalutara and
surrounding areas. The activity was under
PROMISE Sri Lanka. The Program for
Hydro-Meteorological Disaster Mitigation in
Secondary Cities in Asia (PROMISE) has
demonstration projects in Hyderabad
(Pakistan) and Kalutara (Sri Lanka), as well
as Chittagong (Bangladesh), Dagupan
(Philippines) and Da Nang (Viet Nam). The
program is funded and supported by the US
Agency for International Development-Office
of US Foreign Disaster Assistance (USAID-OFDA).
Workshop on the Improvement of
building permit process ,
1-12 Jul, Iran
ADPC is collaborating with
UNDP Iran in organizing a workshop on
"Improvement of building permit process" in
Kerman. The workshop will provide training
and guidance on city-level institutional
arrangements required for enforcing building
codes. The activity is organized under a
joint 5-year program between the Government
of Iran and UNDP-Iran. ADPC is providing
specific consulting services for this
workshop.
